77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to methods to improve health profession-related career and
1010 technology education and dual credit programs offered by school
1111 districts.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1414 amended by adding Sections 29.193 and 29.195 to read as follows:
1515 Sec. 29.193. INSTRUCTIONAL MATERIALS FOR HEALTH
1616 PROFESSION-RELATED PROGRAMS. (a) The agency shall make available
1717 at no cost to school districts high-quality instructional materials
1818 for use in health profession-related career and technology
1919 education programs provided under this subchapter.
2020 (b) The instructional materials under Subsection (a) may
2121 include:
2222 (1) material designed to cover all essential knowledge
2323 and skills for a course offered through a health profession-related
2424 career and technology education program under this subchapter; or
2525 (2) supplemental materials designed to complement,
2626 enrich, or extend a particular subject area included in a health
2727 profession-related career and technology education program under
2828 this subchapter.
2929 Sec. 29.195. STUDY ON FEASIBILITY OF SHARING LABORATORY
3030 RESOURCES FOR HEALTH PROFESSION-RELATED PROGRAMS. (a) In this
3131 section, "institution of higher education" has the meaning assigned
3232 by Section 61.003.
3333 (b) The agency, in coordination with the Texas Higher
3434 Education Coordinating Board, shall study the feasibility of
3535 creating partnerships between public schools and institutions of
3636 higher education to share educational laboratory resources for
3737 purposes of health profession-related career and technology
3838 education programs under this subchapter.
3939 (c) The study must:
4040 (1) identify current educational laboratory resources
4141 at public schools and institutions of higher education that may be
4242 used for health profession-related career and technology education
4343 programs; and
4444 (2) examine methods of creating partnerships,
4545 incentives, or funding mechanisms where appropriate and effective
4646 to facilitate the sharing of educational laboratory resources for
4747 health profession-related career and technology education
4848 programs.
4949 (d) Not later than December 1, 2026, the agency, in
5050 coordination with the Texas Higher Education Coordinating Board,
5151 shall submit to the legislature a report on the study required by
5252 this section and any recommendations for legislative or other
5353 action.
5454 (e) This section expires September 1, 2027.
5555 SECTION 2. Chapter 2308A, Government Code, is amended by
5656 adding Section 2308A.0075 to read as follows:
5757 Sec. 2308A.0075. REVIEW OF CERTAIN HEALTH
5858 PROFESSION-RELATED DUAL CREDIT PROGRAMS. (a) The agency,
5959 coordinating board, and commission jointly shall review the
6060 curriculum of courses in health profession-related career and
6161 technology education programs that are offered for joint high
6262 school and college credit at public schools in this state to ensure
6363 that those programs:
6464 (1) align with requirements for health
6565 profession-related certificate and degree programs at institutions
6666 of higher education; and
6767 (2) allow for the stacking of credentials to reduce
6868 duplication of effort.
6969 (b) The agency, coordinating board, and commission shall
7070 consult with both academic and practicing health care professionals
7171 in conducting the review under Subsection (a).
7272 (c) Not later than December 1, 2026, the agency,
7373 coordinating board, and commission jointly shall submit to the
7474 legislature a report on the review conducted under Subsection (a)
7575 that includes a description of actions taken by those agencies to
7676 accomplish the purposes described by that subsection and any
7777 recommendations for legislative or other action.
7878 (d) This section expires September 1, 2027.
7979 SECTION 3. Section 29.193, Education Code, as added by this
8080 Act, applies beginning with the 2026-2027 school year.
8181 SECTION 4. This Act takes effect immediately if it receives
8282 a vote of two-thirds of all the members elected to each house, as
8383 provided by Section 39, Article III, Texas Constitution. If this
8484 Act does not receive the vote necessary for immediate effect, this
8585 Act takes effect September 1, 2025.
