75 A BILL TO BE ENTITLED
86 AN ACT
97 relating to the permissible uses of the school safety allotment
108 under the Foundation School Program.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Section 48.115(b), Education Code, is amended to
1311 read as follows:
1412 (b) Funds allocated under this section must be used to
1513 improve school safety and security, including costs associated
1614 with:
1715 (1) securing school facilities in accordance with the
1816 requirements of Section 37.351, including:
1917 (A) improvements to school infrastructure;
2018 (B) the use or installation of perimeter security
2119 fencing conducive to a public school learning environment or
2220 physical barriers, which may not include razor wire;
2321 (C) exterior door and window safety and security
2422 upgrades, including exterior door numbering and locking systems and
2523 security film that provides resistance to a forced entry; and
2624 (D) the purchase and maintenance of:
2725 (i) security cameras and, if the district
2826 has already installed security cameras, other security equipment,
2927 including video surveillance as provided by Section 29.022; and
3028 (ii) technology, including communications
3129 systems or devices, such as silent panic alert devices, two-way
3230 radios, or wireless Internet booster equipment, that facilitates
3331 communication and information sharing between students, school
3432 personnel, and first responders in an emergency;
3533 (2) providing security for the district, including:
3634 (A) employing school district peace officers,
3735 private security officers, and school marshals; and
3836 (B) collaborating with local law enforcement
3937 agencies, such as entering into a memorandum of understanding for
4038 the assignment of school resource officers to schools in the
4139 district;
4240 (3) school safety and security measures, including:
4341 (A) active shooter and emergency response
4442 training;
4543 (B) prevention and treatment programs relating
4644 to addressing adverse childhood experiences; and
4745 (C) the prevention, identification, and
4846 management of emergencies and threats, using evidence-based,
4947 effective prevention practices and including:
5048 (i) providing licensed counselors, social
5149 workers, chaplains, and individuals trained in restorative
5250 discipline and restorative justice practices;
5351 (ii) providing mental health personnel and
5452 support, including chaplains;
5553 (iii) providing behavioral health
5654 services, including services provided by chaplains;
5755 (iv) establishing threat reporting
5856 systems; [and]
5957 (v) providing professional development for
6058 educators that includes training in classroom behavioral
6159 management; and
6260 (vi) developing and implementing programs
6361 focused on restorative justice practices, culturally relevant
6462 instruction, and providing mental health support, including
6563 support provided by chaplains;
6664 (4) providing programs related to suicide prevention,
6765 intervention, and postvention, including programs provided by
6866 chaplains; and
6967 (5) employing a school safety director and other
7068 personnel to manage and monitor school safety initiatives and the
7169 implementation of school safety requirements for the district.
7270 SECTION 2. This Act takes effect September 1, 2025.
