| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. This Act may be cited as the "Freedom of Speech |
|---|
| 13 | 13 | | Act." |
|---|
| 14 | 14 | | SECTION 2. Section 403.606, Government Code, is amended to |
|---|
| 15 | 15 | | read as follows: |
|---|
| 16 | 16 | | Sec. 403.606. CERTAIN PERSONS INELIGIBLE. A person is not |
|---|
| 17 | 17 | | eligible to submit an application to the comptroller or enter into |
|---|
| 18 | 18 | | an agreement under this subchapter if the person is a company that |
|---|
| 19 | 19 | | is listed as ineligible to receive a state contract or investment |
|---|
| 20 | 20 | | under Chapter 808, 809, 2270, [2271,] or 2275 [2274, as added by |
|---|
| 21 | 21 | | Chapters 529 (S.B. 13), 530 (S.B. 19), and 975 (S.B. 2116), Acts of |
|---|
| 22 | 22 | | the 87th Legislature, Regular Session, 2021]. |
|---|
| 23 | 23 | | SECTION 3. Section 2400.0015, Government Code, is amended |
|---|
| 24 | 24 | | to read as follows: |
|---|
| 25 | 25 | | Sec. 2400.0015. APPLICABILITY. This chapter does not apply |
|---|
| 26 | 26 | | to an investment prohibited under Chapter 808 [or a contract |
|---|
| 27 | 27 | | prohibited under Chapter 2271]. |
|---|
| 28 | 28 | | SECTION 4. The following chapters of the Government Code |
|---|
| 29 | 29 | | are repealed: |
|---|
| 30 | 30 | | (1) Chapter 2271; |
|---|
| 31 | 31 | | (2) Chapter 2274; and |
|---|
| 32 | 32 | | (3) Chapter 2276. |
|---|
| 33 | 33 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2025. |
