| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. Section 86.021, Local Government Code, is | |
| 13 | 13 | amended by adding Subsection (f) to read as follows: | |
| 14 | 14 | (f) For the purpose of a civil rights action brought under | |
| 15 | 15 | 42 U.S.C. Section 1983, a constable is a final policy maker on law | |
| 16 | 16 | enforcement decisions for the constable's county. | |
| 17 | 17 | SECTION 2. The change in law made by this Act applies only | |
| 18 | 18 | to a cause of action that accrues on or after the effective date of | |
| 19 | 19 | this Act. | |
| 20 | 20 | SECTION 3. This Act takes effect September 1, 2025. |
