11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
12 | 12 | SECTION 1. Section 411.0625, Government Code, is amended by | |
13 | 13 | amending Subsection (b) and adding Subsection (d) to read as | |
14 | 14 | follows: | |
15 | 15 | (b) To be eligible for a Capitol access pass, a person must | |
16 | 16 | meet the eligibility requirements: | |
17 | 17 | (1) applicable to a license to carry a handgun under | |
18 | 18 | Subchapter H, other than requirements regarding evidence of handgun | |
19 | 19 | proficiency; or | |
20 | 20 | (2) established by the department under Subsection | |
21 | 21 | (d). | |
22 | 22 | (d) For a person who does not meet the eligibility | |
23 | 23 | requirements under Subsection (b)(1) based on a disqualifying | |
24 | 24 | criminal conviction, the department shall establish eligibility | |
25 | 25 | requirements for a Capitol access pass that include taking into | |
26 | 26 | account: | |
27 | 27 | (1) the amount of time that has passed following the | |
28 | 28 | criminal conviction; and | |
29 | 29 | (2) evidence of good standing in the community | |
30 | 30 | submitted with an application. | |
31 | 31 | SECTION 2. This Act takes effect September 1, 2025. |
