77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to eligibility requirements to obtain a pass for expedited
1010 access to the State Capitol.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 411.0625, Government Code, is amended by
1313 amending Subsection (b) and adding Subsection (d) to read as
1414 follows:
1515 (b) To be eligible for a Capitol access pass, a person must
1616 meet the eligibility requirements:
1717 (1) applicable to a license to carry a handgun under
1818 Subchapter H, other than requirements regarding evidence of handgun
1919 proficiency; or
2020 (2) established by the department under Subsection
2121 (d).
2222 (d) For a person who does not meet the eligibility
2323 requirements under Subsection (b)(1) based on a disqualifying
2424 criminal conviction, the department shall establish eligibility
2525 requirements for a Capitol access pass that include taking into
2626 account:
2727 (1) the amount of time that has passed following the
2828 criminal conviction; and
2929 (2) evidence of good standing in the community
3030 submitted with an application.
3131 SECTION 2. This Act takes effect September 1, 2025.
