99 relating to a community health clinic grant program.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Chapter 64, Health and Safety Code, is amended by
1212 designating Section 64.001 as Subchapter A and adding a subchapter
1313 heading to read as follows:
1414 SUBCHAPTER A. TEACHING HOSPITAL ACCOUNT
1515 SECTION 2. Chapter 64, Health and Safety Code, is amended by
1616 adding Subchapter B to read as follows:
1717 SUBCHAPTER B. COMMUNITY HEALTH CLINIC GRANT PROGRAM
1818 Sec. 64.051. DEFINITIONS. In this subchapter:
1919 (1) "Community health clinic" means a
2020 community-driven, nonprofit health clinic located in a medically
2121 underserved area or serving populations that are medically
2222 underserved. The term includes a community health center and a
2323 federally qualified health center, as defined by 42 U.S.C. Section
2424 1396d(l)(2)(B).
2525 (2) "Grant program" means the community health clinic
2626 grant program established under this subchapter.
2727 Sec. 64.052. ESTABLISHMENT AND ADMINISTRATION OF GRANT
2828 PROGRAM. The executive commissioner by rule shall establish and
2929 the commission shall administer a community health clinic grant
3030 program to increase access to health care, improve health outcomes,
3131 reduce health disparities, and achieve health equity in medically
3232 underserved areas of this state by:
3333 (1) improving the provision of preventative care,
3434 screening, and treatment for chronic health conditions, including
3535 diabetes, hypertension, and obesity; and
3636 (2) strengthening the availability and capacity of
3737 community health clinics to provide affordable, high-quality
3838 health care services to medically underserved individuals.
3939 Sec. 64.053. APPLICATION. A community health clinic may
4040 apply to the commission to receive money under the grant program if
4141 the clinic:
4242 (1) is located in a county with a population of 800,000
4343 or more, adjacent to a county with a population of 4 million or
4444 more; and
4545 (2) either:
4646 (A) operates in a medically underserved area of
4747 the county; or
4848 (B) serves a medically underserved population in
4949 the county.
5050 Sec. 64.054. AWARD OF GRANTS. (a) The executive
5151 commissioner by rule shall establish eligibility criteria and a
5252 scoring system for the commission to award grants under the grant
5353 program.
5454 (b) The commission may award grants under the grant program
5555 to eligible applicants.
5656 Sec. 64.055. USE OF GRANT MONEY. A grant recipient may use
5757 money awarded under the grant program only for the purposes
5858 described by Section 64.052. The executive commissioner shall
5959 adopt rules governing the use of money awarded under the grant
6060 program.
6161 Sec. 64.056. FUNDING. (a) The commission shall award
6262 grants as provided by this subchapter using money appropriated to
6363 the commission for that purpose.
6464 (b) Out of money appropriated to the commission that is
6565 available for the purpose, the commission shall allocate $200
6666 million each fiscal biennium to award grants under this subchapter.
6767 Sec. 64.057. RULES. The executive commissioner shall adopt
6868 rules necessary to implement and administer this subchapter.
6969 SECTION 3. Not later than January 1, 2026, the executive
7070 commissioner of the Health and Human Services Commission shall
7171 adopt the rules necessary to implement Subchapter B, Chapter 64,
7272 Health and Safety Code, as added by this Act.
7373 SECTION 4. This Act takes effect September 1, 2025.
