8	8	AN ACT
9	9	relating to a community health clinic grant program.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Chapter 64, Health and Safety Code, is amended by
12	12	designating Section 64.001 as Subchapter A and adding a subchapter
13	13	heading to read as follows:
14	14	SUBCHAPTER A. TEACHING HOSPITAL ACCOUNT
15	15	SECTION 2. Chapter 64, Health and Safety Code, is amended by
16	16	adding Subchapter B to read as follows:
17	17	SUBCHAPTER B. COMMUNITY HEALTH CLINIC GRANT PROGRAM
18	18	Sec. 64.051. DEFINITIONS. In this subchapter:
19	19	(1) "Community health clinic" means a
20	20	community-driven, nonprofit health clinic located in a medically
21	21	underserved area or serving populations that are medically
22	22	underserved. The term includes a community health center and a
23	23	federally qualified health center, as defined by 42 U.S.C. Section
24	24	1396d(l)(2)(B).
25	25	(2) "Grant program" means the community health clinic
26	26	grant program established under this subchapter.
27	27	Sec. 64.052. ESTABLISHMENT AND ADMINISTRATION OF GRANT
28	28	PROGRAM. The executive commissioner by rule shall establish and
29	29	the commission shall administer a community health clinic grant
30	30	program to increase access to health care, improve health outcomes,
31	31	reduce health disparities, and achieve health equity in medically
32	32	underserved areas of this state by:
33	33	(1) improving the provision of preventative care,
34	34	screening, and treatment for chronic health conditions, including
35	35	diabetes, hypertension, and obesity; and
36	36	(2) strengthening the availability and capacity of
37	37	community health clinics to provide affordable, high-quality
38	38	health care services to medically underserved individuals.
39	39	Sec. 64.053. APPLICATION. A community health clinic may
40	40	apply to the commission to receive money under the grant program if
41	41	the clinic:
42	42	(1) is located in a county with a population of 800,000
43	43	or more, adjacent to a county with a population of 4 million or
44	44	more; and
45	45	(2) either:
46	46	(A) operates in a medically underserved area of
47	47	the county; or
48	48	(B) serves a medically underserved population in
49	49	the county.
50	50	Sec. 64.054. AWARD OF GRANTS. (a) The executive
51	51	commissioner by rule shall establish eligibility criteria and a
52	52	scoring system for the commission to award grants under the grant
53	53	program.
54	54	(b) The commission may award grants under the grant program
55	55	to eligible applicants.
56	56	Sec. 64.055. USE OF GRANT MONEY. A grant recipient may use
57	57	money awarded under the grant program only for the purposes
58	58	described by Section 64.052. The executive commissioner shall
59	59	adopt rules governing the use of money awarded under the grant
60	60	program.
61	61	Sec. 64.056. FUNDING. (a) The commission shall award
62	62	grants as provided by this subchapter using money appropriated to
63	63	the commission for that purpose.
64	64	(b) Out of money appropriated to the commission that is
65	65	available for the purpose, the commission shall allocate $200
66	66	million each fiscal biennium to award grants under this subchapter.
67	67	Sec. 64.057. RULES. The executive commissioner shall adopt
68	68	rules necessary to implement and administer this subchapter.
69	69	SECTION 3. Not later than January 1, 2026, the executive
70	70	commissioner of the Health and Human Services Commission shall
71	71	adopt the rules necessary to implement Subchapter B, Chapter 64,
72	72	Health and Safety Code, as added by this Act.
73	73	SECTION 4. This Act takes effect September 1, 2025.
