77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the allocation of the campuses of the Texas State
1010 Technical College System.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 135.02(a), Education Code, is amended to
1313 read as follows:
1414 (a) The Texas State Technical College System is composed of:
1515 (1) a system office located in the city of Waco in
1616 McLennan County;
1717 (2) a campus located in Cameron County;
1818 (3) a campus serving West Texas that operates as a
1919 collective unit of strategically positioned permanent locations in
2020 Nolan County, Taylor County, Brown County, and Stephens County;
2121 (4) a campus located in Harrison County;
2222 (5) a campus located in McLennan County;
2323 (6) a campus located in Fort Bend County;
2424 (7) a campus that operates as a collective unit of one
2525 or more locations in Ellis County;
2626 (8) a campus that operates as a collective unit of one
2727 or more locations in Comal County, [and] Guadalupe County, and
2828 Wilson County;
2929 (9) a campus located in Denton County;
3030 (10) a campus that operates as a collective unit of one
3131 or more locations in Williamson County east of State Highway 130 and
3232 Interstate Highway 35; [and]
3333 (11) a campus located in Starr County; and
3434 (12) campuses assigned to the system from time to time
3535 by specific legislative Act.
3636 SECTION 2. Section 135.04(b), Education Code, is amended to
3737 read as follows:
3838 (b) Before any program may be offered by a campus or
3939 extension center within the tax district of a public junior college
4040 that is operating a vocational and technical program, it must be
4141 established that the public junior college is not capable of
4242 offering or is unable to offer the program. After it is established
4343 that a need for the program exists and that the program is not
4444 locally available, the campus or extension center may offer the
4545 program, provided approval is secured from the coordinating board.
4646 Approval of technical-vocational programs under this section does
4747 not apply to Brown, McLennan, Cameron, Fort Bend, Comal, Denton,
4848 Guadalupe, Williamson, Wilson, [and] Potter, and Starr Counties.
4949 SECTION 3. Section 130.063(e), Education Code, is amended
5050 to read as follows:
5151 (e) This section does not prevent a junior college district
5252 from annexing territory located in Brown County, Comal County,
5353 Denton County, Guadalupe County, [or] Williamson County, Starr
5454 County, or Wilson County.
5555 SECTION 4. This Act takes effect immediately if it receives
5656 a vote of two-thirds of all the members elected to each house, as
5757 provided by Section 39, Article III, Texas Constitution. If this
5858 Act does not receive the vote necessary for immediate effect, this
5959 Act takes effect September 1, 2025.
