| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 3988.0302(d), Special District Local |
|---|
| 13 | 13 | | Laws Code, is amended to read as follows: |
|---|
| 14 | 14 | | (d) The district may enter into a contract with the city to |
|---|
| 15 | 15 | | allow the city to provide to the district revenue from fees |
|---|
| 16 | 16 | | collected by the city from municipally owned utility customers in |
|---|
| 17 | 17 | | the district in exchange for the district providing an improvement |
|---|
| 18 | 18 | | project or service that provides a public benefit to the city. The |
|---|
| 19 | 19 | | district may not enter into a contract described by this subsection |
|---|
| 20 | 20 | | unless the district enters into an agreement before May 31, 2027 |
|---|
| 21 | 21 | | [2025], with the owner of the land used for the historic Lions |
|---|
| 22 | 22 | | Municipal Golf Course that provides for the purchase of the land or |
|---|
| 23 | 23 | | a method of preserving the land as a public golf course, publicly |
|---|
| 24 | 24 | | available parkland, or a combination of those uses. |

| 25 | 25 | | SECTION 2. Section 3988.0901, Special District Local Laws |
|---|
| 26 | 26 | | Code, is amended to read as follows: |
|---|
| 27 | 27 | | Sec. 3988.0901. DISSOLUTION. Except as limited by Section |
|---|
| 28 | 28 | | 375.264, Local Government Code, the board shall dissolve the |
|---|
| 29 | 29 | | district not later than May 31, 2027 [2025], unless, as of that |
|---|
| 30 | 30 | | date, the district has entered into an agreement with the owner of |
|---|
| 31 | 31 | | the land used for the historic Lions Municipal Golf Course that |
|---|
| 32 | 32 | | provides for the purchase of the land or a method of preserving the |
|---|
| 33 | 33 | | land as a public golf course, publicly available parkland, or a |
|---|
| 34 | 34 | | combination of those uses. |
|---|
| 35 | 35 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 36 | 36 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 37 | 37 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 38 | 38 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 39 | 39 | | Act takes effect September 1, 2025. |
