77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to an assessment on the use of surplus government property
1010 to provide housing to homeless veterans.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. DEFINITIONS. In this Act:
1313 (1) "Council" means the Texas Coordinating Council for
1414 Veterans Services established by Section 434.152, Government Code.
1515 (2) "Surplus government property" means unused or
1616 underused federal, state, or local property, including real
1717 property, historic buildings, residential buildings, and
1818 commercial buildings.
1919 (3) "Workgroup" means the workgroup established under
2020 Section 2 of this Act.
2121 SECTION 2. ASSESSMENT; WORKGROUP. (a) The council shall
2222 establish and oversee a workgroup to assess the feasibility of
2323 using surplus government property to provide housing to homeless
2424 veterans.
2525 (b) The workgroup is composed of the executive head of each
2626 of the following state agencies or that person's designee:
2727 (1) the Texas Veterans Commission;
2828 (2) the General Land Office;
2929 (3) the Veterans' Land Board; and
3030 (4) the Texas Department of Housing and Community
3131 Affairs.
3232 (c) The council may by a majority vote include in the
3333 workgroup the executive head of any other state agency not listed in
3434 Subsection (b) of this section or that person's designee.
3535 (d) In conducting the assessment under this section, the
3636 workgroup:
3737 (1) shall:
3838 (A) evaluate the availability of surplus
3939 government property in this state and the feasibility of developing
4040 housing units on that property to provide housing to homeless
4141 veterans;
4242 (B) identify potential funding sources to
4343 develop housing units on surplus government property, including:
4444 (i) federal historic tax credits;
4545 (ii) federal housing tax credits;
4646 (iii) corporate and private donations;
4747 (iv) other existing state and federal
4848 funding sources; and
4949 (v) proposed tenant rent payments; and
5050 (C) identify veteran subpopulations that will
5151 most benefit from a program that facilitates the use or development
5252 of surplus government property to provide housing to homeless
5353 veterans; and
5454 (2) may consult with:
5555 (A) local housing authorities;
5656 (B) affordable housing developers; and
5757 (C) organizations and persons with appropriate
5858 and relevant expertise on the housing needs of veterans.
5959 SECTION 3. REPORT. Not later than November 1, 2026, the
6060 workgroup shall prepare and submit to the legislature a written
6161 report summarizing the results of the assessment conducted under
6262 this Act.
6363 SECTION 4. EXPIRATION. This Act expires September 1, 2027.
6464 SECTION 5. EFFECTIVE DATE. This Act takes effect September
6565 1, 2025.
