                    BILL ANALYSIS             H.B. 2427     By: Canales     Transportation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The bill author has informed the committee that the Pharr-Reynosa International Bridge produced $46 billion in global trade in 2023 and is the third-largest trade hub on the Texas-Mexico border. Currently, the bridge is expected to finish the second part of its expansion by the end of the year, which will add four lanes to the existing four lanes and will include two crossovers that can accommodate oversize and overweight commercial vehicles. H.B. 2427 seeks to reduce congestion, enhance cross-border trade efficiency, and ensure that infrastructure planning keeps pace with the increased volume of commercial transportation by providing a route designation for the issuance of a permit for the movement of oversize and overweight vehicles in Hidalgo County.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2427 amends the Transportation Code, with respect to the roads for which the Texas Transportation Commission may authorize the issuance of permits by a regional mobility authority for the movement of oversize or overweight vehicles carrying cargo in Hidalgo County, to include as such a road West Doffing Road between its intersection with Spur 29 and its eastern intersection with Doffin Canal Road and to change the portion of Spur 29 to which the authorization applies from its intersection with U.S. Highway 281 and its intersection with Doffin Canal Road to its intersection with U.S. Highway 281 and its intersection with West Doffing Road.       EFFECTIVE DATE    September 1, 2025.
