| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 84.001, Election Code, is amended by |
|---|
| 12 | 12 | | amending Subsection (e) and adding Subsection (e-1) to read as |
|---|
| 13 | 13 | | follows: |
|---|
| 14 | 14 | | (e) Except as provided by Subsection (e-1), an application |
|---|
| 15 | 15 | | [An applicant] for a ballot to be voted by mail serves as an |
|---|
| 16 | 16 | | application both [may apply] for a ballot [ballots] for the main |
|---|
| 17 | 17 | | election and for any resulting runoff election [on the same |
|---|
| 18 | 18 | | application]. If an application [for the main election and any |
|---|
| 19 | 19 | | resulting runoff] is not timely for the main election, it will be |
|---|
| 20 | 20 | | considered timely for any resulting runoff if received not later |
|---|
| 21 | 21 | | than the deadline, determined using the date of the runoff |
|---|
| 22 | 22 | | election, for submitting a regular application for a ballot to be |
|---|
| 23 | 23 | | voted by mail. |
|---|
| 24 | 24 | | (e-1) An applicant for a ballot to be voted by mail for the |
|---|
| 25 | 25 | | main election may request not to receive a ballot for a resulting |
|---|
| 26 | 26 | | runoff election. |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect September 1, 2025. |
