77 AN ACT
88 relating to access to certain Internet websites in public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 38, Education Code, is
1111 amended by adding Section 38.041 to read as follows:
1212 Sec. 38.041. RESTRICTING ACCESS TO CERTAIN WEBSITES
1313 PROHIBITED. A school district or open-enrollment charter school
1414 may not restrict access to an Internet website, including by using
1515 filtering software, that provides resources for students related
1616 to:
1717 (1) mental health or suicide prevention;
1818 (2) human trafficking;
1919 (3) interpersonal or domestic violence;
2020 (4) sexual assault;
2121 (5) child abuse;
2222 (6) substance abuse; or
2323 (7) bullying.
2424 SECTION 2. This Act applies beginning with the 2025-2026
2525 school year.
2626 SECTION 3. This Act takes effect immediately if it receives
2727 a vote of two-thirds of all the members elected to each house, as
2828 provided by Section 39, Article III, Texas Constitution. If this
2929 Act does not receive the vote necessary for immediate effect, this
3030 Act takes effect September 1, 2025.
