77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to coverage for doula services under certain group benefit
1010 plans for governmental employees and retirees.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter E, Chapter 1551, Insurance Code, is
1313 amended by adding Section 1551.232 to read as follows:
1414 Sec. 1551.232. COVERAGE FOR DOULA SERVICES. (a) In this
1515 section, "doula services" means nonmedical childbirth education,
1616 coaching, and support services, including emotional and physical
1717 support provided during pregnancy, labor, delivery, and the
1818 postpartum period, or provided intermittently during pregnancy and
1919 the postpartum period.
2020 (b) A health benefit plan provided under the group benefits
2121 program must provide coverage for doula services.
2222 SECTION 2. Subchapter D, Chapter 1575, Insurance Code, is
2323 amended by adding Section 1575.175 to read as follows:
2424 Sec. 1575.175. COVERAGE FOR DOULA SERVICES. (a) In this
2525 section, "doula services" means nonmedical childbirth education,
2626 coaching, and support services, including emotional and physical
2727 support provided during pregnancy, labor, delivery, and the
2828 postpartum period, or provided intermittently during pregnancy and
2929 the postpartum period.
3030 (b) A basic plan provided under the group program must
3131 provide coverage for doula services.
3232 SECTION 3. Subchapter C, Chapter 1579, Insurance Code, is
3333 amended by adding Section 1579.113 to read as follows:
3434 Sec. 1579.113. COVERAGE FOR DOULA SERVICES. (a) In this
3535 section, "doula services" means nonmedical childbirth education,
3636 coaching, and support services, including emotional and physical
3737 support provided during pregnancy, labor, delivery, and the
3838 postpartum period, or provided intermittently during pregnancy and
3939 the postpartum period.
4040 (b) A health coverage plan provided under this chapter must
4141 provide coverage for doula services.
4242 SECTION 4. Subchapter C, Chapter 1601, Insurance Code, is
4343 amended by adding Section 1601.112 to read as follows:
4444 Sec. 1601.112. COVERAGE FOR DOULA SERVICES. (a) In this
4545 section, "doula services" means nonmedical childbirth education,
4646 coaching, and support services, including emotional and physical
4747 support provided during pregnancy, labor, delivery, and the
4848 postpartum period, or provided intermittently during pregnancy and
4949 the postpartum period.
5050 (b) A health benefit plan provided under this chapter must
5151 provide coverage for doula services.
5252 SECTION 5. The changes in law made by this Act apply only to
5353 a plan year that commences on or after January 1, 2026.
5454 SECTION 6. This Act takes effect September 1, 2025.
