77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the prohibited manufacture and sale of motor vehicles
1010 equipped with remote vehicle disabling technology.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter K, Chapter 547, Transportation Code,
1313 is amended by adding Section 547.619 to read as follows:
1414 Sec. 547.619. REMOTE VEHICLE DISABLING TECHNOLOGY
1515 PROHIBITED. (a) In this section:
1616 (1) "Dealer" and "manufacturer" have the meanings
1717 assigned by Section 503.001.
1818 (2) "Motor vehicle" has the meaning assigned by
1919 Section 502.001.
2020 (3) "Remote vehicle disabling technology" means any
2121 application or device, including software, firmware, and hardware,
2222 that, when activated or engaged, allows a person to disable the
2323 operation of a motor vehicle. The term does not include an ignition
2424 interlock device, as defined by Article 42A.408, Code of Criminal
2525 Procedure.
2626 (b) A manufacturer may not manufacture, distribute,
2727 assemble, or sell a motor vehicle that is equipped with remote
2828 vehicle disabling technology.
2929 (c) A dealer may not sell or exchange a motor vehicle that is
3030 equipped with remote vehicle disabling technology.
3131 (d) A license holder under Chapter 2301, Occupations Code,
3232 who violates this section is subject to the revocation of the
3333 license under Section 2301.651(a)(4), Occupations Code.
3434 SECTION 2. Notwithstanding Section 547.619, Transportation
3535 Code, as added by this Act, a manufacturer or dealer is not required
3636 to comply with that section before January 1, 2026.
3737 SECTION 3. This Act takes effect September 1, 2025.
