| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter K, Chapter 547, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Section 547.619 to read as follows: |
|---|
| 14 | 14 | | Sec. 547.619. REMOTE VEHICLE DISABLING TECHNOLOGY |
|---|
| 15 | 15 | | PROHIBITED. (a) In this section: |
|---|
| 16 | 16 | | (1) "Dealer" and "manufacturer" have the meanings |
|---|
| 17 | 17 | | assigned by Section 503.001. |
|---|
| 18 | 18 | | (2) "Motor vehicle" has the meaning assigned by |
|---|
| 19 | 19 | | Section 502.001. |
|---|
| 20 | 20 | | (3) "Remote vehicle disabling technology" means any |
|---|
| 21 | 21 | | application or device, including software, firmware, and hardware, |
|---|
| 22 | 22 | | that, when activated or engaged, allows a person to disable the |
|---|
| 23 | 23 | | operation of a motor vehicle. The term does not include an ignition |
|---|
| 24 | 24 | | interlock device, as defined by Article 42A.408, Code of Criminal |
|---|
| 25 | 25 | | Procedure. |
|---|
| 26 | 26 | | (b) A manufacturer may not manufacture, distribute, |
|---|
| 27 | 27 | | assemble, or sell a motor vehicle that is equipped with remote |
|---|
| 28 | 28 | | vehicle disabling technology. |
|---|
| 29 | 29 | | (c) A dealer may not sell or exchange a motor vehicle that is |
|---|
| 30 | 30 | | equipped with remote vehicle disabling technology. |
|---|
| 31 | 31 | | (d) A license holder under Chapter 2301, Occupations Code, |
|---|
| 32 | 32 | | who violates this section is subject to the revocation of the |
|---|
| 33 | 33 | | license under Section 2301.651(a)(4), Occupations Code. |
|---|
| 34 | 34 | | SECTION 2. Notwithstanding Section 547.619, Transportation |
|---|
| 35 | 35 | | Code, as added by this Act, a manufacturer or dealer is not required |
|---|
| 36 | 36 | | to comply with that section before January 1, 2026. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2025. |
