| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Chapter 441, Government Code, is amended by |
|---|
| 13 | 13 | | adding Subchapter Z to read as follows: |

| 14 | 14 | | SUBCHAPTER Z. MISCELLANEOUS PROVISIONS AFFECTING LIBRARIES |
|---|
| 15 | 15 | | Sec. 441.901. PROHIBITION AGAINST JOINING OR FINANCIALLY |
|---|
| 16 | 16 | | SUPPORTING AMERICAN LIBRARY ASSOCIATION. (a) In this section, |
|---|
| 17 | 17 | | "public library" has the meaning assigned by Section 441.122. |
|---|
| 18 | 18 | | (b) A public library, including a public school library, may |
|---|
| 19 | 19 | | not use public money to: |
|---|
| 20 | 20 | | (1) become a member of the American Library |
|---|
| 21 | 21 | | Association; |
|---|
| 22 | 22 | | (2) attend or participate in a training, conference, |
|---|
| 23 | 23 | | or other event sponsored or held by that association; or |
|---|
| 24 | 24 | | (3) otherwise financially support that association, |
|---|
| 25 | 25 | | either directly or indirectly. |
|---|
| 26 | 26 | | SECTION 2. Section 441.901, Government Code, as added by |
|---|
| 27 | 27 | | this Act, applies only to the expenditure of public funds made on or |
|---|
| 28 | 28 | | after the effective date of this Act, other than funds required to |
|---|
| 29 | 29 | | be spent under a contract entered into before the effective date of |
|---|
| 30 | 30 | | this Act. |

| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2025. |
