| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 54.005, Health and Safety Code, as added |
|---|
| 13 | 13 | | by Chapter 1033 (S.B. 24), Acts of the 88th Legislature, Regular |
|---|
| 14 | 14 | | Session, 2023, is amended by adding Subsection (c) to read as |
|---|
| 15 | 15 | | follows: |
|---|
| 16 | 16 | | (c) A network contractor or service provider who requests |
|---|
| 17 | 17 | | payment for services provided through the program shall submit the |
|---|
| 18 | 18 | | request on a form the commission prescribes. The form must include: |
|---|
| 19 | 19 | | (1) an anonymized assigned number corresponding with |
|---|
| 20 | 20 | | an unduplicated client; |
|---|
| 21 | 21 | | (2) the client's anonymized signature verifying the |
|---|
| 22 | 22 | | client was provided information and instruction on accessing the |
|---|
| 23 | 23 | | program's pregnancy-related resources and information web page on |
|---|
| 24 | 24 | | the commission's Internet website during each client interaction, |
|---|
| 25 | 25 | | including an in-person visit, continuous online interaction, and |
|---|
| 26 | 26 | | audio communication; |
|---|
| 27 | 27 | | (3) the date, time, type, and location of each client |
|---|
| 28 | 28 | | interaction; |
|---|
| 29 | 29 | | (4) the name of any employee who provided a service |
|---|
| 30 | 30 | | through the program; and |
|---|
| 31 | 31 | | (5) an itemized list of each service, material item, |
|---|
| 32 | 32 | | or referral provided to an unduplicated client during each client |
|---|
| 33 | 33 | | interaction. |
|---|
| 34 | 34 | | SECTION 2. (a) Not later than November 1, 2025, the Health |
|---|
| 35 | 35 | | and Human Services Commission shall develop and make publicly |
|---|
| 36 | 36 | | available on the commission's Internet website the form required by |
|---|
| 37 | 37 | | Section 54.005(c), Health and Safety Code, as added by this Act. |
|---|
| 38 | 38 | | (b) Notwithstanding Section 54.005(c), Health and Safety |
|---|
| 39 | 39 | | Code, as added by this Act, a network contractor or service provider |
|---|
| 40 | 40 | | is not required to submit a form required by that subsection until |
|---|
| 41 | 41 | | December 1, 2025. |

| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2025. |
