77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the purchase of periodicals by state agencies and
1010 certain state officers and to prohibiting state agencies from
1111 providing financial support to the news media.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 2113.107, Government Code, is amended by
1414 adding Subsection (h) to read as follows:
1515 (h) In this subsection, "state agency" includes the
1616 legislature and an agency in the legislative branch of state
1717 government. Except as provided by this subsection, a state agency
1818 may not use appropriated money to purchase a periodical. A member
1919 of the legislature may purchase one subscription to each periodical
2020 that is published in the district the member represents. A state
2121 officer who is elected in a statewide election may purchase one
2222 subscription to each periodical that is published in this state.
2323 This subsection does not apply to a purchase for or by a state
2424 museum, a state library or archive, or an institution of higher
2525 education library.
2626 SECTION 2. Subchapter C, Chapter 2113, Government Code, is
2727 amended by adding Section 2113.108 to read as follows:
2828 Sec. 2113.108. NEWS MEDIA. Except as provided by Section
2929 2113.107(h), a state agency may not use appropriated money to
3030 sponsor, partner with, donate to, or otherwise provide financial
3131 support to any news media.
3232 SECTION 3. This Act takes effect September 1, 2025.
