77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the establishment of the private child care task force.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. (a) In this section, "task force" means the
1212 private child care task force.
1313 (b) The private child care task force is established to
1414 study private child care providers in this state and methods to:
1515 (1) reduce the amounts charged for high-quality child
1616 care provided by private child care providers;
1717 (2) increase the availability of high-quality child
1818 care provided by private child care providers;
1919 (3) address issues with wait lists for scholarships to
2020 receive high-quality child care; and
2121 (4) increase the number of families who are able to
2222 receive high-quality child care.
2323 (c) The task force is composed of seven members appointed as
2424 follows:
2525 (1) one member appointed by the governor to represent
2626 the governor;
2727 (2) three members of the senate, appointed by the
2828 lieutenant governor; and
2929 (3) three members of the house of representatives,
3030 appointed by the speaker of the house of representatives.
3131 (d) A task force member is not entitled to compensation for
3232 service on the task force but is entitled to reimbursement for
3333 actual and necessary expenses incurred in performing task force
3434 duties. The task force may accept gifts, grants, and donations to
3535 pay for those expenses.
3636 (e) The member appointed by the governor shall serve as the
3737 presiding officer of the task force.
3838 (f) The task force shall meet at least quarterly at the call
3939 of the presiding officer.
4040 (g) Notwithstanding Chapter 551, Government Code, or any
4141 other law, the task force may meet by telephone conference call,
4242 videoconference, or other similar telecommunication method. A
4343 meeting held by telephone conference call, videoconference, or
4444 other similar telecommunication method is subject to the
4545 requirements of Sections 551.125(c), (d), (e), and (f), Government
4646 Code.
4747 (h) The task force shall conduct a study to examine:
4848 (1) the amounts charged for high-quality child care
4949 provided by private child care providers;
5050 (2) the availability of high-quality child care
5151 provided by private child care providers;
5252 (3) wait lists for scholarships to receive
5353 high-quality child care;
5454 (4) methods to reduce the cost to families and
5555 increase the availability of high-quality child care;
5656 (5) strategies to increase the number of
5757 prekindergarten partnerships between independent school districts
5858 and high-quality child care programs; and
5959 (6) methods to strengthen the child care industry.
6060 (i) The task force may request relevant information from the
6161 Health and Human Services Commission, the Texas Workforce
6262 Commission, and the Texas Education Agency, and the entity
6363 receiving the request shall comply with the request.
6464 (j) The task force shall develop recommendations to reduce
6565 the amounts charged for and increase the availability of
6666 high-quality child care by private child care providers and
6767 prekindergarten partnerships.
6868 (k) The task force shall develop and submit a written report
6969 on the study and recommendations developed by the task force to the
7070 governor, the lieutenant governor, the speaker of the house of
7171 representatives, and each member of the legislature not later than
7272 November 1, 2026.
7373 (l) The task force is abolished and this Act expires June 1,
7474 2027.
7575 SECTION 2. This Act takes effect immediately if it receives
7676 a vote of two-thirds of all the members elected to each house, as
7777 provided by Section 39, Article III, Texas Constitution. If this
7878 Act does not receive the vote necessary for immediate effect, this
7979 Act takes effect September 1, 2025.
