66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to the task force on racial diversity in the nursing
99 workforce.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. (a) In this section:
1212 (1) "Nursing advisory committee" means the nursing
1313 advisory committee established under Section 104.0155, Health and
1414 Safety Code.
1515 (2) "Task force" means the task force on racial
1616 diversity established under this section.
1717 (b) A task force is established under this section to assess
1818 and determine methods of promoting racial diversity in the nursing
1919 workforce in this state.
2020 (c) The nursing advisory committee shall develop a uniform
2121 application form to use in soliciting eligible applicants for task
2222 force membership. As soon as practicable after the effective date
2323 of this Act, the nursing advisory committee shall solicit
2424 applicants for task force membership using the uniform application
2525 form.
2626 (d) The task force is composed of the following nine members
2727 the nursing advisory committee selects from the pool of eligible
2828 applicants:
2929 (1) one member who serves on the nursing advisory
3030 committee;
3131 (2) one member who represents the Texas Center for
3232 Nursing Workforce Studies;
3333 (3) one member who represents the Texas Higher
3434 Education Coordinating Board;
3535 (4) two members who represent initial licensure
3636 nursing programs of public institutions of higher education in this
3737 state;
3838 (5) two members who represent advanced nursing
3939 programs of public institutions of higher education in this state
4040 or health-related institutions;
4141 (6) one member who represents the hospital industry;
4242 and
4343 (7) one member who represents the Texas Nurses
4444 Association.
4545 (e) The member serving on the nursing advisory committee
4646 shall chair the task force.
4747 (f) The task force shall:
4848 (1) assess the diversity in this state's nursing
4949 workforce based on existing data;
5050 (2) identify any current initiatives to diversify the
5151 nursing workforce in this state and the strengths and limitations
5252 of those initiatives;
5353 (3) establish goals for diversifying the nursing
5454 workforce; and
5555 (4) develop recommendations on strategies and
5656 promising practices to reduce barriers and achieve those diversity
5757 goals for the nursing workforce.
5858 (g) Not later than September 1, 2026, the task force shall
5959 deliver a written report to the standing committees of the
6060 legislature with primary jurisdiction over public health and higher
6161 education detailing the task force's activities and
6262 recommendations.
6363 (h) The task force is abolished and this Act expires
6464 December 1, 2027.
6565 SECTION 2. This Act takes effect September 1, 2025.
