| 10 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 10 | | SECTION 1. Chapter 1, Education Code, is amended by adding |

| 12 | 11 | | Section 1.007 to read as follows: |

| 13 | 12 | | Section 1.007. PROHIBITION ON THE REGULATION OF |

| 14 | 13 | | HOMESCHOOLS. Neither the Texas Education Agency, the State Board |

| 15 | 14 | | of Education, nor any educational institution described by Section |
|---|
| 16 | 15 | | 1.001 shall make any rule that has the effect of increasing |
|---|
| 17 | 16 | | regulation of an educational program described by Sec. |
|---|
| 18 | 17 | | 29.916(a)(1). |
|---|
| 19 | 18 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 20 | 19 | | school year. |
|---|
| 21 | 20 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 22 | 21 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 23 | 22 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 24 | 23 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 25 | 24 | | Act takes effect September 1, 2025. |
