77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to an evaluation by the housing and health services
1010 coordination council of the 2-1-1 services provided by the Texas
1111 Information and Referral Network.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 2306.1096, Government Code, is amended
1414 by adding Subsections (a-1), (a-2), and (b-1) and amending
1515 Subsection (b) to read as follows:
1616 (a-1) To help inform an expansion of service-enriched
1717 housing throughout the state, not later than August 1 of each
1818 even-numbered year the council shall complete and submit to the
1919 department an evaluation of the 2-1-1 services provided by the
2020 Texas Information and Referral Network that considers:
2121 (1) data collection from user calls and website visits
2222 to determine:
2323 (A) the extent of use of 2-1-1 Texas services;
2424 (B) demographic characteristics of 2-1-1 Texas
2525 users;
2626 (C) existing needs of 2-1-1 Texas users;
2727 (D) potential marketing needs; and
2828 (E) comparisons with similar systems in other
2929 states;
3030 (2) the database of the Texas Information and Referral
3131 Network with respect to:
3232 (A) current integration status of statewide
3333 information and state agency resources;
3434 (B) current integration status of regional and
3535 local information and community resources;
3636 (C) the process of identifying new service
3737 providers and including those providers in the database;
3838 (D) the monitoring of local organizations and
3939 state agencies to ensure those entities are providing updated lists
4040 of resources to include in the 2-1-1 Texas database; and
4141 (E) the ability to timely update
4242 emergency-related information into the database;
4343 (3) 2-1-1 Texas user interviews and recommendations
4444 with respect to a user's point-of-entry experience and satisfaction
4545 with any community resource information or referrals resulting from
4646 the use of the service, and any other applicable 2-1-1 Texas user
4747 recommendations;
4848 (4) referral outcome statistics for 2-1-1 Texas users;
4949 and
5050 (5) 2-1-1 Texas leadership interviews and
5151 recommendations with respect to:
5252 (A) technology and communication enhancements,
5353 including texting and a two-way application programming interface;
5454 (B) measures designed to connect specialized
5555 populations with available state and local services;
5656 (C) practices that support area information
5757 centers in any efforts to join with community partners to engage in
5858 special projects that leverage the 2-1-1 Texas platform,
5959 technology, and system; and
6060 (D) increasing innovation, efficiency, and
6161 system integration with state agencies and community partners.
6262 (a-2) The Texas Information and Referral Network shall work
6363 with the council to determine what de-identified information could
6464 be included in the evaluation required under Subsection (a-1) to
6565 improve the provision of service-enriched housing.
6666 (b) The council shall develop a biennial plan to:
6767 (1) implement the goals described by Subsection (a);
6868 and
6969 (2) improve the delivery of community resource
7070 information and referrals by considering the results of the
7171 evaluations conducted under Subsection (a-1).
7272 (b-1) The department may use funds from general revenue to
7373 contract for services on behalf of the council in relation to the
7474 council's duties under Subsection (a-1).
7575 SECTION 2. This Act takes effect September 1, 2025.
