88 AN ACT
9- relating to courses in personal financial literacy for high school
10- students in public schools.
9+ relating to courses in personal financial literacy and economics
10+ for high school students in public schools.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. Section 28.025, Education Code, is amended by
13- amending Subsections (b-1) and (b-23) and adding Subsection (b-24)
12+ SECTION 1. Section 28.002(a), Education Code, is amended to
13+ read as follows:
14+ (a) Each school district that offers kindergarten through
15+ grade 12 shall offer, as a required curriculum:
16+ (1) a foundation curriculum that includes:
17+ (A) English language arts;
18+ (B) mathematics;
19+ (C) science; and
20+ (D) social studies, consisting of Texas, United
21+ States, and world history, government, personal financial
22+ literacy, economics, with emphasis on the free enterprise system
23+ and its benefits, and geography; and
24+ (2) an enrichment curriculum that includes:
25+ (A) to the extent possible, languages other than
26+ English;
27+ (B) health, with emphasis on:
28+ (i) physical health, including the
29+ importance of proper nutrition and exercise;
30+ (ii) mental health, including instruction
31+ about mental health conditions, substance abuse, skills to manage
32+ emotions, establishing and maintaining positive relationships, and
33+ responsible decision-making; and
34+ (iii) suicide prevention, including
35+ recognizing suicide-related risk factors and warning signs;
36+ (C) physical education;
37+ (D) fine arts;
38+ (E) career and technology education;
39+ (F) technology applications; and
40+ (G) religious literature, including the Hebrew
41+ Scriptures (Old Testament) and New Testament, and its impact on
42+ history and literature [; and
43+ [(H) personal financial literacy].
44+ SECTION 2. Section 28.0021(b), Education Code, is amended
1445 to read as follows:
46+ (b) Each school district and each open-enrollment charter
47+ school that offers a high school program shall provide a [an
48+ elective] course in personal financial literacy that meets the
49+ requirements for a one-half social studies [elective] credit under
50+ Section 28.025, using materials approved by the State Board of
51+ Education. The instruction in personal financial literacy must
52+ include instruction on completing the application for federal
53+ student aid provided by the United States Department of Education.
54+ In fulfilling the requirement to provide financial literacy
55+ instruction under this section, a school district or
56+ open-enrollment charter school may use an existing state, federal,
57+ private, or nonprofit program that provides students without charge
58+ the instruction described under this section.
59+ SECTION 3. Sections 28.025(b-1) and (b-23), Education Code,
60+ are amended to read as follows:
1561 (b-1) The State Board of Education by rule shall require
1662 that the curriculum requirements for the foundation high school
1763 program under Subsection (a) include a requirement that students
1864 successfully complete:
1965 (1) four credits in English language arts under
2066 Section 28.002(a)(1)(A), including one credit in English I, one
2167 credit in English II, one credit in English III, and one credit in
2268 an advanced English course authorized under Subsection (b-2);
2369 (2) three credits in mathematics under Section
2470 28.002(a)(1)(B), including one credit in Algebra I, one credit in
2571 geometry, and one credit in any advanced mathematics course
2672 authorized under Subsection (b-2);
2773 (3) three credits in science under Section
2874 28.002(a)(1)(C), including one credit in biology, one credit in any
2975 advanced science course authorized under Subsection (b-2), and one
3076 credit in integrated physics and chemistry or in an additional
3177 advanced science course authorized under Subsection (b-2);
3278 (4) three credits in social studies under Section
3379 28.002(a)(1)(D), including one credit in United States history, at
3480 least one-half credit in government and at least one-half credit in
3581 [economics or] personal financial literacy [& economics], and one
3682 credit in economics, world geography, or world history;
3783 (5) except as provided under Subsections (b-12),
3884 (b-13), and (b-14), two credits in the same language in a language
3985 other than English under Section 28.002(a)(2)(A);
4086 (6) five elective credits;
4187 (7) one credit in fine arts under Section
4288 28.002(a)(2)(D); and
4389 (8) except as provided by Subsection (b-11), one
4490 credit in physical education under Section 28.002(a)(2)(C).
4591 (b-23) The agency shall:
4692 (1) develop a list of free, open-source, and publicly
4793 available curricula that may be used by a school district to provide
4894 a personal financial literacy [& economics] course that satisfies
4995 the curriculum requirement under Subsection (b-1)(4); and
5096 (2) seek, accept, and spend any federal or private
5197 grant funds and gifts that are available for the purpose of
5298 providing a personal financial literacy [& economics] course as
5399 part of the foundation high school program.
54- (b-24) In adopting rules under Subsection (b-1), the State
55- Board of Education shall allow a student to comply with the
56- curriculum requirement under Subsection (b-1)(4) for a one-half
57- credit in personal financial literacy by successfully completing an
58- advanced placement course designated by the State Board of
59- Education as containing substantively similar and rigorous
60- academic content.
61- SECTION 2. Section 28.025(b-22), Education Code, is

64- by this Act, applies only to students entering the ninth grade
65- during the 2025-2026 school year or a later school year. For

67- school year, Section 28.025(b-1), Education Code, as that section
68- existed before amendment by this Act, applies, and that section is
69- continued in effect for that purpose.
70- SECTION 4. This Act applies beginning with the 2025-2026
102+ SECTION 5. Sections 28.0021(b) and 28.025(b-1), Education
103+ Code, as amended by this Act, apply only to students entering the
104+ ninth grade during the 2025-2026 school year or a later school year.
105+ For students entering a grade above ninth grade during the
106+ 2025-2026 school year, Sections 28.0021(b) and 28.025(b-1),
107+ Education Code, as those sections existed before amendment by this
108+ Act, apply, and those sections are continued in effect for that
109+ purpose.
110+ SECTION 6. This Act applies beginning with the 2025-2026
71111 school year.
72- SECTION 5. This Act takes effect immediately if it receives
112+ SECTION 7. This Act takes effect immediately if it receives
73113 a vote of two-thirds of all the members elected to each house, as
74114 provided by Section 39, Article III, Texas Constitution. If this
75115 Act does not receive the vote necessary for immediate effect, this
76116 Act takes effect September 1, 2025.
