| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter Z, Chapter 25, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 25.903 to read as follows: |
|---|
| 15 | 15 | | Sec. 25.903. STUDENT IDENTIFICATION CARDS. A school |
|---|
| 16 | 16 | | district or open-enrollment charter school shall issue to each high |
|---|
| 17 | 17 | | school student enrolled in the district or school a student |
|---|
| 18 | 18 | | identification card that includes the student's: |
|---|
| 19 | 19 | | (1) name; |
|---|
| 20 | 20 | | (2) photograph; and |
|---|
| 21 | 21 | | (3) date of birth. |
|---|
| 22 | 22 | | SECTION 2. Section 63.0101(a), Election Code, is amended to |
|---|
| 23 | 23 | | read as follows: |
|---|
| 24 | 24 | | (a) The following documentation is an acceptable form of |
|---|
| 25 | 25 | | photo identification under this chapter: |
|---|
| 26 | 26 | | (1) a driver's license, election identification |
|---|
| 27 | 27 | | certificate, or personal identification card issued to the person |
|---|
| 28 | 28 | | by the Department of Public Safety that has not expired or that |
|---|
| 29 | 29 | | expired no earlier than four years before the date of presentation; |
|---|
| 30 | 30 | | (2) a United States military identification card that |
|---|
| 31 | 31 | | contains the person's photograph that has not expired or that |
|---|
| 32 | 32 | | expired no earlier than four years before the date of presentation; |
|---|
| 33 | 33 | | (3) a United States citizenship certificate issued to |
|---|
| 34 | 34 | | the person that contains the person's photograph; |
|---|
| 35 | 35 | | (4) a United States passport book or card issued to the |
|---|
| 36 | 36 | | person that has not expired or that expired no earlier than four |
|---|
| 37 | 37 | | years before the date of presentation; [or] |
|---|
| 38 | 38 | | (5) a license to carry a handgun issued to the person |
|---|
| 39 | 39 | | by the Department of Public Safety that has not expired or that |
|---|
| 40 | 40 | | expired no earlier than four years before the date of presentation; |
|---|
| 41 | 41 | | (6) a student identification card issued to the person |
|---|
| 42 | 42 | | by a public or private high school or institution of higher |
|---|
| 43 | 43 | | education that contains the person's photograph and date of birth; |
|---|
| 44 | 44 | | or |
|---|
| 45 | 45 | | (7) any other identification card, form, or |
|---|
| 46 | 46 | | certificate containing the person's photograph and date of birth |
|---|
| 47 | 47 | | issued by this state, an agency or political subdivision of this |
|---|
| 48 | 48 | | state, or the United States. |
|---|
| 49 | 49 | | SECTION 3. Section 25.903, Education Code, as added by this |
|---|
| 50 | 50 | | Act, applies beginning with the 2025-2026 school year. |
|---|
| 51 | 51 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 52 | 52 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 53 | 53 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 54 | 54 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 55 | 55 | | Act takes effect September 1, 2025. |
