| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 63.001, Election Code, is amended by |
|---|
| 14 | 14 | | amending Subsection (c-1) and adding Subsection (c-2) to read as |
|---|
| 15 | 15 | | follows: |
|---|
| 16 | 16 | | (c-1) Except as provided by Subsection (c-2), an [An] |
|---|
| 17 | 17 | | election officer may not refuse to accept documentation presented |
|---|
| 18 | 18 | | to meet the requirements of Subsection (b) solely because the |
|---|
| 19 | 19 | | address on the documentation does not match the address on the list |
|---|
| 20 | 20 | | of registered voters. |
|---|
| 21 | 21 | | (c-2) Notwithstanding any other provision of this chapter, |
|---|
| 22 | 22 | | an election officer may only accept documentation listed in |
|---|
| 23 | 23 | | Sections 63.0101(a)(1) and (5) presented to meet the requirements |
|---|
| 24 | 24 | | of Subsection (b) if the address on the documentation matches the |
|---|
| 25 | 25 | | address on the list of registered voters. |
|---|
| 26 | 26 | | SECTION 2. Section 63.0101(a), Election Code, is amended to |
|---|
| 27 | 27 | | read as follows: |
|---|
| 28 | 28 | | (a) The following documentation is an acceptable form of |
|---|
| 29 | 29 | | photo identification under this chapter: |
|---|
| 30 | 30 | | (1) a driver's license, election identification |
|---|
| 31 | 31 | | certificate, or personal identification card issued to the person |
|---|
| 32 | 32 | | by the Department of Public Safety that includes an address |
|---|
| 33 | 33 | | matching the address of the person on the list of registered voters |
|---|
| 34 | 34 | | and that has not expired or that expired no earlier than four years |
|---|
| 35 | 35 | | before the date of presentation; |
|---|
| 36 | 36 | | (2) a United States military identification card that |
|---|
| 37 | 37 | | contains the person's photograph that has not expired or that |
|---|
| 38 | 38 | | expired no earlier than four years before the date of presentation; |
|---|
| 39 | 39 | | (3) a United States citizenship certificate issued to |
|---|
| 40 | 40 | | the person that contains the person's photograph; |
|---|
| 41 | 41 | | (4) a United States passport book or card issued to the |
|---|
| 42 | 42 | | person that has not expired or that expired no earlier than four |
|---|
| 43 | 43 | | years before the date of presentation; or |
|---|
| 44 | 44 | | (5) a license to carry a handgun issued to the person |
|---|
| 45 | 45 | | by the Department of Public Safety that includes an address |
|---|
| 46 | 46 | | matching the address of the person on the list of registered voters |
|---|
| 47 | 47 | | and that has not expired or that expired no earlier than four years |
|---|
| 48 | 48 | | before the date of presentation. |
|---|
| 49 | 49 | | SECTION 3. This Act takes effect September 1, 2025. |
