12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
13 | 13 | | SECTION 1. Subtitle B, Title 2, Health and Safety Code, is |
---|
14 | 14 | | amended by adding Chapter 49 to read as follows: |
---|
15 | 15 | | CHAPTER 49. PILOT PROGRAM FOR HOMELESS VETERANS DIAGNOSED WITH |
---|
16 | 16 | | SUBSTANCE USE DISORDERS |
---|
17 | 17 | | Sec. 49.001. DEFINITIONS. In this chapter: |
---|
18 | 18 | | (1) "Pilot program" means the pilot program |
---|
19 | 19 | | established under this chapter. |
---|
20 | 20 | | (2) "Veteran" means an individual who has served in: |
---|
21 | 21 | | (A) an active or reserve component of the army, |
---|
22 | 22 | | navy, air force, coast guard, or marine corps of the United States; |
---|
23 | 23 | | or |
---|
24 | 24 | | (B) the Texas National Guard, as defined by |
---|
25 | 25 | | Section 431.001, Government Code. |
---|
26 | 26 | | Sec. 49.002. ESTABLISHMENT AND OPERATION OF PILOT PROGRAM. |
---|
27 | 27 | | (a) The commission, using available resources and in cooperation |
---|
28 | 28 | | with the Texas Veterans Commission, shall establish and operate a |
---|
29 | 29 | | pilot program to award grants for the provision of personalized |
---|
30 | 30 | | treatment protocols to at least 100 homeless veterans diagnosed |
---|
31 | 31 | | with a substance use disorder. |
---|
32 | 32 | | (b) A grant recipient under the pilot program must be able |
---|
33 | 33 | | to provide to a homeless veteran participating in a personalized |
---|
34 | 34 | | treatment protocol: |
---|
35 | 35 | | (1) mental health and substance use disorder treatment |
---|
36 | 36 | | services; |
---|
37 | 37 | | (2) medical detoxification or medical withdrawal |
---|
38 | 38 | | services; |
---|
39 | 39 | | (3) supportive housing for the duration of treatment; |
---|
40 | 40 | | (4) partial hospitalization; and |
---|
41 | 41 | | (5) intensive outpatient treatment. |
---|
42 | 42 | | (c) A grant recipient under the pilot program shall |
---|
43 | 43 | | collaborate with a local government or nonprofit organization to |
---|
44 | 44 | | connect homeless veterans participating in a personalized |
---|
45 | 45 | | treatment protocol with transitional housing resources, workforce |
---|
46 | 46 | | training, and long-term mental health and substance use disorder |
---|
47 | 47 | | treatment services that will be available to the veteran after |
---|
48 | 48 | | successfully completing the personalized treatment protocol. |
---|
49 | 49 | | (d) The commission may award a grant under the pilot program |
---|
50 | 50 | | only in accordance with a contract between the commission and a |
---|
51 | 51 | | grant recipient. The contract must include provisions under which |
---|
52 | 52 | | the commission is granted sufficient control to ensure the public |
---|
53 | 53 | | purpose of providing treatment to homeless veterans is accomplished |
---|
54 | 54 | | and the state receives the return benefit. |
---|
55 | 55 | | (e) The commission may accept gifts, grants, and donations |
---|
56 | 56 | | to operate the pilot program. |
---|
57 | 57 | | Sec. 49.003. RULES. The executive commissioner shall adopt |
---|
58 | 58 | | rules to implement this chapter. |
---|
59 | 59 | | Sec. 49.004. REPORT. Not later than October 1, 2026, the |
---|
60 | 60 | | commission shall prepare and submit to the governor, the lieutenant |
---|
61 | 61 | | governor, the speaker of the house of representatives, and the |
---|
62 | 62 | | appropriate standing committees of the legislature a report that |
---|
63 | 63 | | includes: |
---|
64 | 64 | | (1) information on the number of homeless veterans who |
---|
65 | 65 | | were provided a personalized treatment protocol under the pilot |
---|
66 | 66 | | program; and |
---|
67 | 67 | | (2) an evaluation of the pilot program's |
---|
68 | 68 | | effectiveness. |
---|
69 | 69 | | Sec. 49.005. EXPIRATION. The pilot program concludes and |
---|
70 | 70 | | this chapter expires September 1, 2027. |
---|
71 | 71 | | SECTION 2. As soon as practicable after the effective date |
---|
72 | 72 | | of this Act: |
---|
73 | 73 | | (1) the executive commissioner of the Health and Human |
---|
74 | 74 | | Services Commission shall adopt the rules necessary to implement |
---|
75 | 75 | | Chapter 49, Health and Safety Code, as added by this Act; and |
---|
76 | 76 | | (2) the Health and Human Services Commission shall |
---|
77 | 77 | | establish and begin operating the pilot program under Chapter 49, |
---|
78 | 78 | | Health and Safety Code, as added by this Act. |
---|
79 | 79 | | SECTION 3. This Act takes effect September 1, 2025. |
---|
