BILL ANALYSIS Senate Research Center H.B. 2763 89R49 CXP-F By: Guillen (Zaffirini) Transportation 5/1/2025 Engrossed AUTHOR'S / SPONSOR'S STATEMENT OF INTENT In recognition of the professional legacy of Eduardo "Eddie" Gracia, Jr., P.E., and his contributions to transportation infrastructure, public service, and the engineering profession, H.B. 2763 would designate the Texas Department of Transportation's area engineer and maintenance facility in Starr County as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility. This designation honors a respected engineer whose work significantly benefited Starr County and the broader South Texas region. H.B. 2763 amends current law relating to the designation of a Texas Department of Transportation building in Starr County as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter Y, Chapter 201, Transportation Code, by adding Section 201.2004, as follows: Sec. 201.2004. EDUARDO "EDDIE" GRACIA, JR., P.E., AREA ENGINEER AND MAINTENANCE FACILITY. (a) Provides that the building in which, on January 1, 2025, is located the office of the area engineer for Starr County is designated as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility. (b) Requires the Texas Department of Transportation (TxDOT), subject to Subsection (c), to: (1) design and construct markers at the site of the facility indicating the designation as the Eduardo "Eddie" Gracia, Jr., P.E., Area Engineer and Maintenance Facility and any other appropriate information; and (2) update existing signage along the highway on which the facility is located to reflect the designation described by Subdivision (1). (c) Provides that TxDOT is not required to design or construct a marker or update existing signage under this section unless a grant or donation of private funds is made to TxDOT to cover the cost of the design and construction of the marker or update of the existing signage. (d) Requires that money received under Subsection (c) be deposited to the credit of the state highway fund. SECTION 2. Effective date: upon passage or September 1, 2025.
