77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to menstrual disorders education and informational
1010 materials for public school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1313 amended by adding Section 28.0044 to read as follows:
1414 Sec. 28.0044. MENSTRUAL DISORDERS EDUCATION AND
1515 INFORMATIONAL MATERIALS. (a) In this section, "age-appropriate"
1616 means suitable to particular ages or age groups of children or
1717 adolescents, based on developing cognitive, emotional, and
1818 behavioral capacity typical for the age or age group.
1919 (b) A school district may provide to students education and
2020 informational materials regarding menstrual disorders at grade
2121 levels and in courses considered appropriate by the district.
2222 (c) The State Board of Education by rule shall adopt a list
2323 of age-appropriate informational materials regarding menstrual
2424 disorders and symptoms of menstrual disorders. The materials must
2525 include information on:
2626 (1) the timing, signs, and symptoms of endometriosis
2727 and other menstrual disorders;
2828 (2) the importance of menstrual health and the impact
2929 of menstrual health on a person's physical and emotional
3030 well-being, social interactions, and academic performance;
3131 (3) basic statistics on endometriosis and other
3232 menstrual disorders;
3333 (4) best practices regarding methods to advocate for
3434 one's own health care; and
3535 (5) basic treatment options for endometriosis and
3636 other menstrual disorders and recommendations for follow-up care
3737 from a health care provider.
3838 (d) The State Board of Education shall make available to a
3939 school district on request any informational materials included on
4040 the list adopted under Subsection (c).
4141 SECTION 2. This Act applies beginning with the 2025-2026
4242 school year.
4343 SECTION 3. This Act takes effect immediately if it receives
4444 a vote of two-thirds of all the members elected to each house, as
4545 provided by Section 39, Article III, Texas Constitution. If this
4646 Act does not receive the vote necessary for immediate effect, this
4747 Act takes effect September 1, 2025.
