77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the administration by the Texas Department of Housing
1010 and Community Affairs of a homeless housing and services program
1111 for youth and young adults.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter K, Chapter 2306, Government Code, is
1414 amended by adding Section 2306.2586 to read as follows:
1515 Sec. 2306.2586. YOUTH AND YOUNG ADULT HOMELESS HOUSING AND
1616 SERVICES PROGRAM. (a) In this section, "young adult" means an
1717 individual who is 18 years of age or older but younger than 26 years
1818 of age.
1919 (b) The department may administer a youth and young adult
2020 homeless housing and services grant program to:
2121 (1) provide for the construction, development, or
2222 procurement of housing for youth and young adults experiencing
2323 homelessness;
2424 (2) provide financial assistance to local providers of
2525 programs and services to prevent and eliminate homelessness; and
2626 (3) increase access to safe housing and services for
2727 youth and young adults across this state.
2828 (c) The department may adopt rules to govern the program's
2929 administration, including rules:
3030 (1) providing for the allocation of any available
3131 money for the program; and
3232 (2) prescribing detailed guidelines on the scope of
3333 the program.
3434 (d) The department may use any available money to administer
3535 the program, including legislative appropriations, appropriation
3636 transfers from the trusteed programs within the office of the
3737 governor, available federal money, and any other statutorily
3838 authorized and appropriate funding sources.
3939 SECTION 2. This Act takes effect September 1, 2025.
