77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the replacement and modernization of obsolete and
1010 inefficient computer hardware and software technology used by
1111 certain state agencies.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 2054.092(b), Government Code, is amended
1414 to read as follows:
1515 (b) The plan must:
1616 (1) provide a strategic direction for information
1717 resources management in state government for the five fiscal years
1818 following adoption of the plan;
1919 (2) outline a state information architecture that
2020 contains a logically consistent set of principles, policies, and
2121 standards to guide the engineering of state government's
2222 information technology systems and infrastructure in a way that
2323 ensures compatibility and alignment with state government's needs;
2424 (3) designate and report on critical electronic
2525 government projects to be directed by the department, including a
2626 project for electronic purchasing;
2727 (4) provide information about best practices to assist
2828 state agencies in adopting effective information management
2929 methods, including the design, deployment, and management of
3030 information resources projects, cost-benefit analyses, and staff
3131 reengineering methods to take full advantage of technological
3232 advancements;
3333 (5) provide long-range policy guidelines for
3434 information resources in state government, including the
3535 implementation of national, international, and department
3636 standards for information resources technologies;
3737 (6) identify major issues faced by state agencies
3838 related to the acquisition of computer hardware, computer software,
3939 and information resources technology services and develop a
4040 statewide approach to address the issues, including:
4141 (A) developing performance measures for
4242 purchasing and contracting; and
4343 (B) identifying opportunities to reuse computer
4444 software code purchased with public funds;
4545 (7) identify priorities for:
4646 (A) the implementation of information resources
4747 technologies according to the relative economic and social impact
4848 on the state; and
4949 (B) return on investment and cost-benefit
5050 analysis strategies; [and]
5151 (8) outline a statewide legacy system modernization
5252 strategy based on information submitted under Section 2054.5725 to
5353 increase government efficiency through technology modernization;
5454 and
5555 (9) provide information about best practices to assist
5656 state agencies in adopting methods for design, deployment, and
5757 management of telecommunications services.
5858 SECTION 2. Subchapter Q, Chapter 2054, Government Code, is
5959 amended by adding Section 2054.5725 to read as follows:
6060 Sec. 2054.5725. LEGACY SYSTEM MODERNIZATION PLAN. (a)
6161 Each state agency shall identify legacy systems used by the agency
6262 and create a plan to replace those systems with systems that provide
6363 a more modern, integrated, secure, and effective technological
6464 environment.
6565 (b) Not later than September 1 of each odd-numbered year, a
6666 state agency shall submit the plan required by this section to the
6767 department.
6868 SECTION 3. This Act takes effect September 1, 2025.
