9 | 9 | | relating to the replacement and modernization of obsolete and |
---|
10 | 10 | | inefficient computer hardware and software technology used by |
---|
11 | 11 | | certain state agencies. |
---|
12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

13 | 13 | | SECTION 1. Section 2054.092(b), Government Code, is amended |
---|
14 | 14 | | to read as follows: |
---|
15 | 15 | | (b) The plan must: |
---|
16 | 16 | | (1) provide a strategic direction for information |
---|
17 | 17 | | resources management in state government for the five fiscal years |
---|
18 | 18 | | following adoption of the plan; |
---|
19 | 19 | | (2) outline a state information architecture that |
---|
20 | 20 | | contains a logically consistent set of principles, policies, and |
---|
21 | 21 | | standards to guide the engineering of state government's |
---|
22 | 22 | | information technology systems and infrastructure in a way that |
---|
23 | 23 | | ensures compatibility and alignment with state government's needs; |
---|
24 | 24 | | (3) designate and report on critical electronic |
---|
25 | 25 | | government projects to be directed by the department, including a |
---|
26 | 26 | | project for electronic purchasing; |
---|
27 | 27 | | (4) provide information about best practices to assist |
---|
28 | 28 | | state agencies in adopting effective information management |
---|
29 | 29 | | methods, including the design, deployment, and management of |
---|
30 | 30 | | information resources projects, cost-benefit analyses, and staff |
---|
31 | 31 | | reengineering methods to take full advantage of technological |
---|
32 | 32 | | advancements; |
---|
33 | 33 | | (5) provide long-range policy guidelines for |
---|
34 | 34 | | information resources in state government, including the |
---|
35 | 35 | | implementation of national, international, and department |
---|
36 | 36 | | standards for information resources technologies; |
---|
37 | 37 | | (6) identify major issues faced by state agencies |
---|
38 | 38 | | related to the acquisition of computer hardware, computer software, |
---|
39 | 39 | | and information resources technology services and develop a |
---|
40 | 40 | | statewide approach to address the issues, including: |
---|
41 | 41 | | (A) developing performance measures for |
---|
42 | 42 | | purchasing and contracting; and |
---|
43 | 43 | | (B) identifying opportunities to reuse computer |
---|
44 | 44 | | software code purchased with public funds; |
---|
45 | 45 | | (7) identify priorities for: |
---|
46 | 46 | | (A) the implementation of information resources |
---|
47 | 47 | | technologies according to the relative economic and social impact |
---|
48 | 48 | | on the state; and |
---|
49 | 49 | | (B) return on investment and cost-benefit |
---|
50 | 50 | | analysis strategies; [and] |
---|
51 | 51 | | (8) outline a statewide legacy system modernization |
---|
52 | 52 | | strategy based on information submitted under Section 2054.5725 to |
---|
53 | 53 | | increase government efficiency through technology modernization; |
---|
54 | 54 | | and |
---|
55 | 55 | | (9) provide information about best practices to assist |
---|
56 | 56 | | state agencies in adopting methods for design, deployment, and |
---|
57 | 57 | | management of telecommunications services. |
---|
58 | 58 | | SECTION 2. Subchapter Q, Chapter 2054, Government Code, is |
---|
59 | 59 | | amended by adding Section 2054.5725 to read as follows: |
---|
60 | 60 | | Sec. 2054.5725. LEGACY SYSTEM MODERNIZATION PLAN. (a) |
---|
61 | 61 | | Each state agency shall identify legacy systems used by the agency |
---|
62 | 62 | | and create a plan to replace those systems with systems that provide |
---|
63 | 63 | | a more modern, integrated, secure, and effective technological |
---|
64 | 64 | | environment. |
---|
65 | 65 | | (b) Not later than September 1 of each odd-numbered year, a |
---|
66 | 66 | | state agency shall submit the plan required by this section to the |
---|
67 | 67 | | department. |
---|
68 | 68 | | SECTION 3. This Act takes effect September 1, 2025. |
