89 relating to an interstate compact for the liquefied natural gas
910 industry.
1011 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1112 SECTION 1. Title 7, Government Code, is amended by adding
1213 Chapter 760 to read as follows:
1314 CHAPTER 760. GULF STATES LIQUEFIED NATURAL GAS INDUSTRY COMPACT
1415 Sec. 760.001. AUTHORITY TO DEVELOP AND EXECUTE COMPACT. On
1516 behalf of this state, the governor shall develop and execute an
1617 interstate compact for the liquefied natural gas industry among
1718 states that border the Gulf of America.
1819 Sec. 760.002. CONGRESSIONAL APPROVAL NOT REQUIRED. (a) It
1920 is the intent of the legislature that the compact developed and
2021 executed under this chapter not require congressional approval.
2122 (b) The compact may not increase the political power of the
2223 compacting states in relation to the federal government.
2324 Sec. 760.003. INTERSTATE COMPACT PROVISIONS. The compact
2425 authorized by this chapter must provide for joint action among
2526 compacting states on matters that include sharing information,
2627 resources, and services to:
2728 (1) protect and grow the liquefied natural gas
2829 industry along the gulf coast; and
2930 (2) improve coordination to increase the overall
3031 effectiveness and efficiency of the liquefied natural gas industry
3132 along the gulf coast.
3233 SECTION 2. This Act takes effect immediately if it receives
3334 a vote of two-thirds of all the members elected to each house, as
3435 provided by Section 39, Article III, Texas Constitution. If this
3536 Act does not receive the vote necessary for immediate effect, this
3637 Act takes effect September 1, 2025.
