77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to authorization by the Texas Higher Education
1010 Coordinating Board for certain public junior colleges to offer
1111 certain baccalaureate degree programs.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 130.303(b), Education Code, is amended
1414 to read as follows:
1515 (b) The coordinating board may authorize baccalaureate
1616 degree programs at one or more public junior colleges if the public
1717 junior college:
1818 (1) offers [that offer] a degree program in one of the
1919 following:
2020 (A) the field of applied science, including a
2121 degree program in the field of applied science with an emphasis in
2222 early childhood education, applied technology, or nursing; or
2323 (B) the field of education; and
2424 (2) demonstrates [have demonstrated] a workforce need
2525 for the program.
2626 SECTION 2. Section 130.306(a), Education Code, is amended
2727 to read as follows:
2828 (a) A public junior college offering a baccalaureate degree
2929 program under this subchapter may not offer more than eight [five]
3030 baccalaureate degree programs at any time.
3131 SECTION 3. The change in law made by this Act applies
3232 beginning with the 2025-2026 academic year.
3333 SECTION 4. This Act takes effect immediately if it receives
3434 a vote of two-thirds of all the members elected to each house, as
3535 provided by Section 39, Article III, Texas Constitution. If this
3636 Act does not receive the vote necessary for immediate effect, this
3737 Act takes effect September 1, 2025.
