77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a state of the judiciary message delivered by the
1010 presiding judge of the court of criminal appeals.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 21.004, Government Code, is amended to
1313 read as follows:
1414 Sec. 21.004. STATE OF JUDICIARY MESSAGE. (a) At a
1515 convenient time at the commencement of each regular session of the
1616 legislature, the chief justice of the supreme court and the
1717 presiding judge of the court of criminal appeals shall each deliver
1818 a written or oral state of the judiciary message evaluating the
1919 accessibility of the courts to the citizens of the state and the
2020 future directions and needs of the courts of the state.
2121 (b) It is the intent of the legislature that a [the] state of

2323 legislative and judicial branches of government and promote more
2424 efficient administration of justice in Texas.
2525 SECTION 2. This Act takes effect September 1, 2025.
