77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to tuition and fee exemptions at public institutions of
1010 higher education for certain peace officers.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 54.3531(a), Education Code, is amended
1313 to read as follows:
1414 (a) The governing board of an institution of higher
1515 education shall exempt from the payment of tuition and laboratory
1616 fees a student enrolled in one or more courses offered as part of a
1717 criminal justice or law enforcement curriculum [charged by the
1818 institution for a criminal justice or law enforcement course or
1919 courses an undergraduate student] who:
2020 (1) is employed as a peace officer by this state or by
2121 a political subdivision of this state;
2222 (2) is enrolled in a criminal justice or law
2323 enforcement-related degree program at the institution;
2424 (3) is making satisfactory academic progress toward
2525 the student's degree as determined by the institution; and
2626 (4) applies for the exemption at least one week before
2727 the last date of the institution's regular registration period for
2828 the applicable semester or other term.
2929 SECTION 2. Section 54.3531(c), Education Code, is repealed.
3030 SECTION 3. Section 54.3531, Education Code, as amended by
3131 this Act, applies beginning with tuition and other fees charged for
3232 the 2025 fall semester. Tuition and other fees charged for an
3333 academic period before that semester are governed by the law in
3434 effect immediately before the effective date of this Act, and the
3535 former law is continued in effect for that purpose.
3636 SECTION 4. This Act takes effect immediately if it receives
3737 a vote of two-thirds of all the members elected to each house, as
3838 provided by Section 39, Article III, Texas Constitution. If this
3939 Act does not receive the vote necessary for immediate effect, this
4040 Act takes effect September 1, 2025.
