77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to license plates issued for and displayed on certain
1010 passenger cars and light trucks.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 504.010, Transportation Code, is amended
1313 by amending Subsection (a) and adding Subsection (d) to read as
1414 follows:
1515 (a) On payment of the prescribed fee, an applicant for motor
1616 vehicle registration shall be issued a license plate or set of
1717 plates, provided that the department must issue a set of two plates
1818 to an applicant for registration of a passenger car or light truck.
1919 (d) A rule adopted under Subsection (c) must authorize a
2020 passenger car or light truck to display only a rear license plate if
2121 the vehicle has a gross weight of 6,000 pounds or less.
2222 SECTION 2. Section 504.943(a), Transportation Code, is
2323 amended to read as follows:
2424 (a) A [Except as provided by Subsection (b), a] person
2525 commits an offense if the person operates on a public highway,
2626 during a registration period, a [motor] vehicle that does not
2727 display all [two] license plates required by this chapter or a rule
2828 adopted under this chapter to be displayed on the vehicle that:
2929 (1) have been assigned by the department for the
3030 period; and
3131 (2) comply with department rules regarding the
3232 placement of license plates.
3333 SECTION 3. Section 504.943(b), Transportation Code, is
3434 repealed.
3535 SECTION 4. The change in law made by this Act applies only
3636 to an offense committed on or after the effective date of this Act.
3737 An offense committed before the effective date of this Act is
3838 governed by the law in effect on the date the offense was committed,
3939 and the former law is continued in effect for that purpose. For
4040 purposes of this section, an offense was committed before the
4141 effective date of this Act if any element of the offense occurred
4242 before that date.
4343 SECTION 5. This Act takes effect September 1, 2025.
