| 9 | 9 | | relating to license plates issued for and displayed on certain |

| 10 | 10 | | passenger cars and light trucks. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 504.010, Transportation Code, is amended |
|---|
| 13 | 13 | | by amending Subsection (a) and adding Subsection (d) to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | (a) On payment of the prescribed fee, an applicant for motor |
|---|
| 16 | 16 | | vehicle registration shall be issued a license plate or set of |
|---|
| 17 | 17 | | plates, provided that the department must issue a set of two plates |
|---|
| 18 | 18 | | to an applicant for registration of a passenger car or light truck. |
|---|
| 19 | 19 | | (d) A rule adopted under Subsection (c) must authorize a |
|---|
| 20 | 20 | | passenger car or light truck to display only a rear license plate if |
|---|
| 21 | 21 | | the vehicle has a gross weight of 6,000 pounds or less. |
|---|
| 22 | 22 | | SECTION 2. Section 504.943(a), Transportation Code, is |
|---|
| 23 | 23 | | amended to read as follows: |
|---|
| 24 | 24 | | (a) A [Except as provided by Subsection (b), a] person |
|---|
| 25 | 25 | | commits an offense if the person operates on a public highway, |
|---|
| 26 | 26 | | during a registration period, a [motor] vehicle that does not |
|---|
| 27 | 27 | | display all [two] license plates required by this chapter or a rule |
|---|
| 28 | 28 | | adopted under this chapter to be displayed on the vehicle that: |
|---|
| 29 | 29 | | (1) have been assigned by the department for the |
|---|
| 30 | 30 | | period; and |
|---|
| 31 | 31 | | (2) comply with department rules regarding the |
|---|
| 32 | 32 | | placement of license plates. |
|---|
| 33 | 33 | | SECTION 3. Section 504.943(b), Transportation Code, is |
|---|
| 34 | 34 | | repealed. |
|---|
| 35 | 35 | | SECTION 4. The change in law made by this Act applies only |
|---|
| 36 | 36 | | to an offense committed on or after the effective date of this Act. |
|---|
| 37 | 37 | | An offense committed before the effective date of this Act is |
|---|
| 38 | 38 | | governed by the law in effect on the date the offense was committed, |
|---|
| 39 | 39 | | and the former law is continued in effect for that purpose. For |
|---|
| 40 | 40 | | purposes of this section, an offense was committed before the |
|---|
| 41 | 41 | | effective date of this Act if any element of the offense occurred |
|---|
| 42 | 42 | | before that date. |
|---|
| 43 | 43 | | SECTION 5. This Act takes effect September 1, 2025. |
