77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study by the Texas Higher Education Coordinating
1010 Board in coordination with other state agencies on the feasibility
1111 of developing clinical sites for nursing students.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter Z, Chapter 61, Education Code, is
1414 amended by adding Section 61.9630 to read as follows:
1515 Sec. 61.9630. STUDY ON POTENTIAL CLINICAL SITE FACILITIES.
1616 (a) In this section:
1717 (1) "Correctional facility" has the meaning assigned
1818 by Section 1.07, Penal Code.
1919 (2) "Federally qualified health center" has the
2020 meaning assigned by 42 U.S.C. Section 1396d(l)(2)(B).
2121 (3) "Hospital" has the meaning assigned by Section
2222 58A.001.
2323 (4) "State juvenile facility" has the meaning assigned
2424 by Article 49.18, Code of Criminal Procedure.
2525 (b) The board shall conduct a study in collaboration with
2626 the Health and Human Services Commission, the Texas Board of
2727 Nursing, the Texas Department of Criminal Justice, and the Texas
2828 Juvenile Justice Department regarding the feasibility of
2929 establishing clinical sites at correctional facilities, state
3030 juvenile facilities, hospitals, and federally qualified health
3131 centers to provide clinical learning experiences for nursing
3232 students.
3333 (c) Not later than December 1, 2026, the board shall submit
3434 to the governor, the lieutenant governor, the speaker of the house
3535 of representatives, and each standing legislative committee with
3636 primary jurisdiction over higher education or nursing a written
3737 report that includes the results of the study and any
3838 recommendations for legislative or other action.
3939 (d) This section expires September 1, 2027.
4040 SECTION 2. This Act takes effect immediately if it receives
4141 a vote of two-thirds of all the members elected to each house, as
4242 provided by Section 39, Article III, Texas Constitution. If this
4343 Act does not receive the vote necessary for immediate effect, this
4444 Act takes effect September 1, 2025.
