57 AN ACT
68 relating to the designation of animal control officers as first
79 responders.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 421.095, Government Code, is amended to
1012 read as follows:
1113 Sec. 421.095. DEFINITIONS. In this subchapter
1214 (1) "First responder" means a public safety employee
1315 or volunteer whose duties include responding rapidly to an
1416 emergency. The term includes:
1517 (A) a peace officer whose duties include
1618 responding rapidly to an emergency;
1719 (B) fire protection personnel under section
1820 419.021;
1921 (C) a volunteer firefighter who is:
2022 (i) certified by the Texas Commission on
2123 Fire Protection or by the state Firemen's and Fire Marshals'
2224 Association of Texas; or
2325 (ii) a member of an organized volunteer
2426 fire-fighting unit as described by section 615.003;
2527 (D) an individual certified as emergency medical
2628 services personnel by the Department of State Health Services;
2729 (E) an emergency response operator or emergency
2830 services dispatcher who provides communication support services
2931 for an agency by responding to requests for assistance in
3032 emergencies;
3133 (F) an animal control officer whose duties
3234 include responding rapidly to an emergency; and
3335 (G) other emergency response personnel employed
3436 by an agency.
3537 SECTION 8. This Act takes effect September 1, 2025.
