| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 48.051, Education Code, is amended by |
|---|
| 13 | 13 | | amending Subsection (c) and adding Subsection (c-3) to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | (c) During any school year for which the maximum amount of |
|---|
| 16 | 16 | | the basic allotment provided under Subsection (a) or (b) is greater |
|---|
| 17 | 17 | | than the maximum amount provided for the preceding school year, a |
|---|
| 18 | 18 | | school district must use at least 30 percent of the amount, if the |
|---|
| 19 | 19 | | amount is greater than zero, that equals the product of the average |
|---|
| 20 | 20 | | daily attendance of the district multiplied by the amount of the |
|---|
| 21 | 21 | | difference between the district's funding under this chapter per |
|---|
| 22 | 22 | | student in average daily attendance for the current school year and |
|---|
| 23 | 23 | | the preceding school year to provide compensation increases to |
|---|
| 24 | 24 | | full-time district employees other than administrators as follows: |
|---|
| 25 | 25 | | (1) 75 percent must be used to increase the |
|---|
| 26 | 26 | | compensation paid to classroom teachers, full-time librarians, |
|---|
| 27 | 27 | | full-time school counselors certified under Subchapter B, Chapter |
|---|
| 28 | 28 | | 21, and full-time school nurses, prioritizing differentiated |
|---|
| 29 | 29 | | compensation for classroom teachers with more than five years of |
|---|
| 30 | 30 | | experience; and |
|---|
| 31 | 31 | | (2) subject to Subsection (c-3), 25 percent may be |
|---|
| 32 | 32 | | used as determined by the district to increase compensation paid to |
|---|
| 33 | 33 | | full-time and part-time district employees not described by |
|---|
| 34 | 34 | | Subdivision (1). |
|---|
| 35 | 35 | | (c-3) A school district must use the amount described by |
|---|
| 36 | 36 | | Subsection (c)(2) to provide a compensation increase to each |
|---|
| 37 | 37 | | full-time and part-time district employee in an amount that |
|---|
| 38 | 38 | | increases an employee's salary or hourly wage from the preceding |
|---|
| 39 | 39 | | school year. |
|---|
| 40 | 40 | | SECTION 2. This Act takes effect September 1, 2025. |
