77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to compensation increases provided to certain public
1010 school employees under the Foundation School Program.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 48.051, Education Code, is amended by
1313 amending Subsection (c) and adding Subsection (c-3) to read as
1414 follows:
1515 (c) During any school year for which the maximum amount of
1616 the basic allotment provided under Subsection (a) or (b) is greater
1717 than the maximum amount provided for the preceding school year, a
1818 school district must use at least 30 percent of the amount, if the
1919 amount is greater than zero, that equals the product of the average
2020 daily attendance of the district multiplied by the amount of the
2121 difference between the district's funding under this chapter per
2222 student in average daily attendance for the current school year and
2323 the preceding school year to provide compensation increases to
2424 full-time district employees other than administrators as follows:
2525 (1) 75 percent must be used to increase the
2626 compensation paid to classroom teachers, full-time librarians,
2727 full-time school counselors certified under Subchapter B, Chapter
2828 21, and full-time school nurses, prioritizing differentiated
2929 compensation for classroom teachers with more than five years of
3030 experience; and
3131 (2) subject to Subsection (c-3), 25 percent may be
3232 used as determined by the district to increase compensation paid to
3333 full-time and part-time district employees not described by
3434 Subdivision (1).
3535 (c-3) A school district must use the amount described by
3636 Subsection (c)(2) to provide a compensation increase to each
3737 full-time and part-time district employee in an amount that
3838 increases an employee's salary or hourly wage from the preceding
3939 school year.
4040 SECTION 2. This Act takes effect September 1, 2025.
