| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter A, Chapter 34, Utilities Code, is |
|---|
| 13 | 13 | | amended by adding Section 34.0111 to read as follows: |
|---|
| 14 | 14 | | Sec. 34.0111. INDEPENDENT STUDY ON MINI NUCLEAR REACTORS. |
|---|
| 15 | 15 | | (a) The commission may, using money available in the fund without |
|---|
| 16 | 16 | | further appropriation, provide a one-time grant to one qualified |
|---|
| 17 | 17 | | independent entity to conduct a study on the effectiveness of mini |
|---|
| 18 | 18 | | nuclear reactors and the feasibility of using mini nuclear reactors |
|---|
| 19 | 19 | | to generate power in this state. |
|---|
| 20 | 20 | | (b) The independent entity must be a nonprofit corporation |
|---|
| 21 | 21 | | that: |
|---|
| 22 | 22 | | (1) is headquartered in this state; |
|---|
| 23 | 23 | | (2) has conducted research for over 75 years; |
|---|
| 24 | 24 | | (3) has a mission that benefits government, industry, |
|---|
| 25 | 25 | | and the public through the research of innovative science and |
|---|
| 26 | 26 | | technology; and |
|---|
| 27 | 27 | | (4) has an established nuclear research or testing |
|---|
| 28 | 28 | | program before the grant is approved. |
|---|
| 29 | 29 | | (c) Not later than December 1, 2026, the commission shall |
|---|
| 30 | 30 | | submit to the governor, the lieutenant governor, and the speaker of |
|---|
| 31 | 31 | | the house of representatives a report that includes the results of |
|---|
| 32 | 32 | | the study and the commission's recommendations for legislative or |
|---|
| 33 | 33 | | other action based on the study. |
|---|
| 34 | 34 | | (d) This section expires August 31, 2027. |
|---|
| 35 | 35 | | SECTION 2. This Act takes effect September 1, 2025. |
