77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to solicitation by pedestrians.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 552.007(a), Transportation Code, is
1212 amended to read as follows:
1313 (a) A person may not stand in a roadway or the right-of-way
1414 of a roadway to solicit a ride, contribution, employment, or
1515 business from an occupant of a vehicle[, except that a person may
1616 stand in a roadway to solicit a charitable contribution if
1717 authorized to do so by the local authority having jurisdiction over
1818 the roadway].
1919 SECTION 2. The following provisions of the Transportation
2020 Code are repealed:
2121 (1) Section 552.007(c); and
2222 (2) Section 552.0071.
2323 SECTION 3. The changes in law made by this Act apply only to
2424 an offense committed on or after the effective date of this Act. An
2525 offense committed before the effective date of this Act is governed
2626 by the law in effect on the date the offense was committed, and the
2727 former law is continued in effect for that purpose. For purposes of
2828 this section, an offense was committed before the effective date of
2929 this Act if any element of the offense occurred before that date.
3030 SECTION 4. This Act takes effect September 1, 2025.
