10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 552.007(a), Transportation Code, is | |
12 | 12 | amended to read as follows: | |
13 | 13 | (a) A person may not stand in a roadway or the right-of-way | |
14 | 14 | of a roadway to solicit a ride, contribution, employment, or | |
15 | 15 | business from an occupant of a vehicle[, except that a person may | |
16 | 16 | stand in a roadway to solicit a charitable contribution if | |
17 | 17 | authorized to do so by the local authority having jurisdiction over | |
18 | 18 | the roadway]. | |
19 | 19 | SECTION 2. The following provisions of the Transportation | |
20 | 20 | Code are repealed: | |
21 | 21 | (1) Section 552.007(c); and | |
22 | 22 | (2) Section 552.0071. | |
23 | 23 | SECTION 3. The changes in law made by this Act apply only to | |
24 | 24 | an offense committed on or after the effective date of this Act. An | |
25 | 25 | offense committed before the effective date of this Act is governed | |
26 | 26 | by the law in effect on the date the offense was committed, and the | |
27 | 27 | former law is continued in effect for that purpose. For purposes of | |
28 | 28 | this section, an offense was committed before the effective date of | |
29 | 29 | this Act if any element of the offense occurred before that date. | |
30 | 30 | SECTION 4. This Act takes effect September 1, 2025. |
