This bill would amend the Parks and Wildlife Code (Authority to Contract) to allow the executive director of the Texas Parks and Wildlife Department (TPWD) to establish standards and procedures for purchasing goods for resale to meet the need of TPWD and increase revenue potential. The standards and procedures that could be set by the executive director would not be required to satisfy state procurement requirements related to competitive bidding.Based on the analysis of the Comptroller of Public Accounts, the revenue implications cannot be determined because the amount of revenue that would increase under any new standards that would be established by the Executive Director for purchasing goods for resale by TPWD is unknown.Based on information provided by the Parks and Wildlife Department, it is assumed that any costs associated with the bill could be absorbed using existing resources.Based on information provided by the Facilities Commission (TFC), this bill would have no fiscal impact to TFC.
