97 AN ACT
108 relating to establishment by the Texas Workforce Commission of a
119 geothermal energy workforce education and training initiative.
1210 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1311 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1412 amended by adding Section 302.0085 to read as follows:
1513 Sec. 302.0085. GEOTHERMAL ENERGY WORKFORCE EDUCATION AND
1614 TRAINING INITIATIVE. (a) In this section:
1715 (1) "Career school or college" has the meaning
1816 assigned by Section 132.001, Education Code.
1917 (2) "Coordinating board" means the Texas Higher
2018 Education Coordinating Board.
2119 (3) "General academic teaching institution,"
2220 "institution of higher education," "public technical institute,"
2321 and "public junior college" have the meanings assigned by Section
2422 61.003, Education Code.
2523 (4) "Initiative" means the geothermal energy
2624 workforce education and training initiative established under this
2725 section.
2826 (b) The commission, in consultation with the coordinating
2927 board, by rule, shall establish and administer an initiative to
3028 develop and implement:
3129 (1) customized education and training programs
3230 necessary to prepare students for entry into jobs in the geothermal
3331 energy industry in this state; and
3432 (2) other strategies to support and incentivize
3533 education and training opportunities that address skills gaps in
3634 the geothermal energy workforce in this state.
3735 (c) Under the initiative, the commission shall:
3836 (1) in consultation with representatives from the
3937 coordinating board, general academic teaching institutions, public
4038 technical institutes, public junior colleges, career schools or
4139 colleges, and employers in the geothermal energy industry, develop
4240 customized curriculum requirements for:
4341 (A) degree or certificate programs to prepare
4442 students for jobs in the geothermal energy industry that, subject
4543 to coordinating board approval under Section 61.0512, Education
4644 Code, may be offered by institutions of higher education; and
4745 (B) other programs of instruction leading to
4846 recognized educational credentials to prepare students for jobs in
4947 the geothermal energy industry that may be offered by career
5048 schools or colleges;
5149 (2) identify opportunities to use workforce
5250 development funding administered by the commission to provide
5351 financial assistance for geothermal energy workforce training
5452 programs, subject to any requirements for or restrictions on the
5553 distribution of those funds; and
5654 (3) promote and support the creation of partnerships
5755 between institutions of higher education and geothermal energy
5856 industry employers in this state under which apprenticeship and
5957 employment opportunities in the geothermal energy industry are made
6058 available to students and graduates of the institutions, as
6159 applicable.
6260 (d) Not later than September 1 of each year, the commission,
6361 in consultation with the coordinating board, shall prepare and
6462 submit to each standing committee of the legislature with primary
6563 jurisdiction over workforce development, higher education, or
6664 energy industry matters a report summarizing the commission's
6765 activities under the initiative. The report may include the
6866 commission's recommendations for legislative or other action.
6967 SECTION 2. This Act takes effect September 1, 2025.
