9	7		AN ACT
10	8		relating to establishment by the Texas Workforce Commission of a
11	9		geothermal energy workforce education and training initiative.
12	10		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	11		SECTION 1. Subchapter A, Chapter 302, Labor Code, is
14	12		amended by adding Section 302.0085 to read as follows:
15	13		Sec. 302.0085. GEOTHERMAL ENERGY WORKFORCE EDUCATION AND
16	14		TRAINING INITIATIVE. (a) In this section:
17	15		(1) "Career school or college" has the meaning
18	16		assigned by Section 132.001, Education Code.
19	17		(2) "Coordinating board" means the Texas Higher
20	18		Education Coordinating Board.
21	19		(3) "General academic teaching institution,"
22	20		"institution of higher education," "public technical institute,"
23	21		and "public junior college" have the meanings assigned by Section
24	22		61.003, Education Code.
25	23		(4) "Initiative" means the geothermal energy
26	24		workforce education and training initiative established under this
27	25		section.
28	26		(b) The commission, in consultation with the coordinating
29	27		board, by rule, shall establish and administer an initiative to
30	28		develop and implement:
31	29		(1) customized education and training programs
32	30		necessary to prepare students for entry into jobs in the geothermal
33	31		energy industry in this state; and
34	32		(2) other strategies to support and incentivize
35	33		education and training opportunities that address skills gaps in
36	34		the geothermal energy workforce in this state.
37	35		(c) Under the initiative, the commission shall:
38	36		(1) in consultation with representatives from the
39	37		coordinating board, general academic teaching institutions, public
40	38		technical institutes, public junior colleges, career schools or
41	39		colleges, and employers in the geothermal energy industry, develop
42	40		customized curriculum requirements for:
43	41		(A) degree or certificate programs to prepare
44	42		students for jobs in the geothermal energy industry that, subject
45	43		to coordinating board approval under Section 61.0512, Education
46	44		Code, may be offered by institutions of higher education; and
47	45		(B) other programs of instruction leading to
48	46		recognized educational credentials to prepare students for jobs in
49	47		the geothermal energy industry that may be offered by career
50	48		schools or colleges;
51	49		(2) identify opportunities to use workforce
52	50		development funding administered by the commission to provide
53	51		financial assistance for geothermal energy workforce training
54	52		programs, subject to any requirements for or restrictions on the
55	53		distribution of those funds; and
56	54		(3) promote and support the creation of partnerships
57	55		between institutions of higher education and geothermal energy
58	56		industry employers in this state under which apprenticeship and
59	57		employment opportunities in the geothermal energy industry are made
60	58		available to students and graduates of the institutions, as
61	59		applicable.
62	60		(d) Not later than September 1 of each year, the commission,
63	61		in consultation with the coordinating board, shall prepare and
64	62		submit to each standing committee of the legislature with primary
65	63		jurisdiction over workforce development, higher education, or
66	64		energy industry matters a report summarizing the commission's
67	65		activities under the initiative. The report may include the
68	66		commission's recommendations for legislative or other action.
69	67		SECTION 2. This Act takes effect September 1, 2025.
