| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter Z, Chapter 411, Government Code, is |
|---|
| 14 | 14 | | amended by adding Section 411.952 to read as follows: |
|---|
| 15 | 15 | | Sec. 411.952. HOMELESS IMPACT GRANT PROGRAM FOR PUBLIC |
|---|
| 16 | 16 | | IMPROVEMENT DISTRICTS. (a) The department shall establish and |
|---|
| 17 | 17 | | administer a homeless impact grant program to provide grants for |
|---|
| 18 | 18 | | the provision of additional security and sanitation services for |
|---|
| 19 | 19 | | homeless individuals in areas for which a public improvement |
|---|
| 20 | 20 | | district has been created under Subchapter A, Chapter 372, Local |
|---|
| 21 | 21 | | Government Code. |
|---|
| 22 | 22 | | (b) A municipality or county that has created a public |
|---|
| 23 | 23 | | improvement district may apply for and use a grant under the program |
|---|
| 24 | 24 | | if: |
|---|
| 25 | 25 | | (1) the district is located in a county with an |
|---|
| 26 | 26 | | unsheltered homeless individual count that exceeds 500 according to |
|---|
| 27 | 27 | | the most recent point-in-time homeless census; and |
|---|
| 28 | 28 | | (2) the services for which the grant will be made are |
|---|
| 29 | 29 | | an authorized public improvement project of the district. |
|---|
| 30 | 30 | | SECTION 2. The Public Safety Commission shall adopt rules |
|---|
| 31 | 31 | | necessary to implement the program under Section 411.952, |
|---|
| 32 | 32 | | Government Code, as added by this Act, not later than January 1, |
|---|
| 33 | 33 | | 2026. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect September 1, 2025. |
