88 AN ACT
99 relating to a resilience training program for first responders and
1010 active duty military personnel.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle B, Title 2, Health and Safety Code, is
1313 amended by adding Chapter 56 to read as follows:
1414 CHAPTER 56. RESILIENCE TRAINING PROGRAM FOR FIRST RESPONDERS AND
1515 ACTIVE DUTY MILITARY PERSONNEL
1616 Sec. 56.001. DEFINITIONS. In this chapter:
1717 (1) "Active duty military personnel" means an active
1818 duty member of the armed forces of the United States, a reserve
1919 component of the armed forces of the United States, or the Texas
2020 National Guard.
2121 (2) "First responder" has the meaning assigned by
2222 Section 421.095, Government Code.
2323 Sec. 56.002. RESILIENCE TRAINING PROGRAM. (a) The
2424 commission, the Department of Public Safety, and the Texas Military
2525 Department shall jointly develop and implement a cognitive health
2626 resilience training program to assist first responders and active
2727 duty military personnel in effectively transitioning from service
2828 in this state to daily life.
2929 (b) The commission, the Department of Public Safety, and the
3030 Texas Military Department shall ensure the training program is made
3131 available to first responders and active duty military personnel in
3232 person and electronically on the commission's Internet website.
3333 SECTION 2. As soon as practicable after the effective date
3434 of this Act, the Health and Human Services Commission, the
3535 Department of Public Safety, and the Texas Military Department
3636 shall jointly develop and implement the resilience training program
3737 required by Chapter 56, Health and Safety Code, as added by this
3838 Act.
3939 SECTION 3. This Act takes effect September 1, 2025.
