11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subtitle B, Title 2, Health and Safety Code, is |
---|
13 | 13 | | amended by adding Chapter 56 to read as follows: |
---|
14 | 14 | | CHAPTER 56. RESILIENCE TRAINING PROGRAM FOR FIRST RESPONDERS AND |
---|
15 | 15 | | ACTIVE DUTY MILITARY PERSONNEL |
---|
16 | 16 | | Sec. 56.001. DEFINITIONS. In this chapter: |

17 | 17 | | (1) "Active duty military personnel" means an active |
---|
18 | 18 | | duty member of the armed forces of the United States, a reserve |
---|
19 | 19 | | component of the armed forces of the United States, or the Texas |
---|
20 | 20 | | National Guard. |
---|
21 | 21 | | (2) "First responder" has the meaning assigned by |
---|
22 | 22 | | Section 421.095, Government Code. |
---|
23 | 23 | | Sec. 56.002. RESILIENCE TRAINING PROGRAM. (a) The |
---|
24 | 24 | | commission, the Department of Public Safety, and the Texas Military |
---|
25 | 25 | | Department shall jointly develop and implement a cognitive health |
---|
26 | 26 | | resilience training program to assist first responders and active |
---|
27 | 27 | | duty military personnel in effectively transitioning from service |
---|
28 | 28 | | in this state to daily life. |
---|
29 | 29 | | (b) The commission, the Department of Public Safety, and the |
---|
30 | 30 | | Texas Military Department shall ensure the training program is made |
---|
31 | 31 | | available to first responders and active duty military personnel in |
---|
32 | 32 | | person and electronically on the commission's Internet website. |
---|
33 | 33 | | SECTION 2. As soon as practicable after the effective date |
---|
34 | 34 | | of this Act, the Health and Human Services Commission, the |
---|
35 | 35 | | Department of Public Safety, and the Texas Military Department |
---|
36 | 36 | | shall jointly develop and implement the resilience training program |
---|
37 | 37 | | required by Chapter 56, Health and Safety Code, as added by this |
---|
38 | 38 | | Act. |
---|
39 | 39 | | SECTION 3. This Act takes effect September 1, 2025. |
