88 AN ACT
99 relating to operation and management of the first capitol state
1010 historic site and replica by the Texas Historical Commission.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 442, Government Code, is amended by
1313 adding Subchapter B-3 to read as follows:
1414 SUBCHAPTER B-3. FIRST CAPITOL STATE HISTORIC SITE
1515 Sec. 442.068. DEFINITIONS. In this subchapter:
1616 (1) "Commission" means the Texas Historical
1717 Commission.
1818 (2) "First capitol site" means the first capitol state
1919 historic site located in West Columbia, Texas.
2020 (3) "Replica" means the replica of the first Republic
2121 of Texas house of representatives building housed on the first
2222 capitol site.
2323 Sec. 442.0681. JURISDICTION AND MAINTENANCE OF FIRST
2424 CAPITOL SITE AND REPLICA. (a) The first capitol site and replica
2525 are under the jurisdiction of the commission. The commission is
2626 responsible for the preservation, maintenance, and operation of the
2727 site and replica.
2828 (b) The commission shall:
2929 (1) develop, expand, and manage the first capitol site
3030 and replica by:
3131 (A) expanding, renovating, and managing the site
3232 and replica to enhance visitor experience and historical accuracy;
3333 (B) overseeing maintenance and operations of the
3434 site and replica to ensure long-term preservation and public
3535 accessibility; and
3636 (C) providing financial support for ongoing
3737 operations and new projects, such as administration, personnel, and
3838 site improvements;
3939 (2) enhance the facilities and infrastructure for the
4040 site by:
4141 (A) relocating the replica to a historically
4242 accurate location on the site;
4343 (B) constructing a historically accurate
4444 replication of the first Republic of Texas senate building on the
4545 site;
4646 (C) constructing and maintaining a visitor
4747 center on the site to provide educational resources, exhibitions,
4848 and interactive experiences for visitors; and
4949 (D) implementing other improvements to the
5050 site's facilities and infrastructure in accordance with the site's
5151 purpose and mission;
5252 (3) assume responsibility for the historic
5353 preservation and interpretation of the first capitol site and
5454 replica by:
5555 (A) preserving and maintaining historical
5656 documents, artifacts, relics, and other items of historical
5757 significance related to the site and this state;
5858 (B) developing exhibitions and interpretive
5959 programs to reflect the site's mission and educate the public; and
6060 (C) conducting ongoing research to enhance the
6161 accuracy and depth of the site's programs;
6262 (4) oversee the operations of and personnel for the
6363 first capitol site and replica by:
6464 (A) hiring and training personnel to manage the
6565 site's daily operations, educational programs, and visitor
6666 services;
6767 (B) establishing efficient operational and
6868 visitor engagement policies and procedures; and
6969 (C) ensuring personnel development aligns with
7070 current best practices for historic site management;
7171 (5) acquire resources and seek donations for the first
7272 capitol site and replica by:
7373 (A) accepting and managing donations of money,
7474 land, historical relics, or other donations supporting the site's
7575 mission;
7676 (B) seeking grant opportunities and
7777 public-private partnerships to increase funding for site
7878 preservation and improvement efforts; and
7979 (C) acquiring property and artifacts aligned
8080 with the historical significance of the site that contribute to the
8181 site's mission and narrative;
8282 (6) strategically develop the first capitol site and
8383 replica by:
8484 (A) identifying and acquiring real property
8585 adjacent or relevant to the site to support the mission of and
8686 expand the site;
8787 (B) ensuring all acquisition of real property
8888 aligns with the historical context of the site and contributes to an
8989 authentic and immersive visitor experience; and
9090 (C) engaging in strategic planning to enhance the
9191 site's presence in the nearby community and promote heritage
9292 tourism;
9393 (7) facilitate community engagement and partnership
9494 for the first capitol site and replica by:
9595 (A) collaborating with local organizations,
9696 schools, and other relevant stakeholders to foster community
9797 involvement and support of the site;
9898 (B) establishing partnerships with historical
9999 societies, institutions of higher education, and cultural
100100 organizations to strengthen the site's educational impact; and
101101 (C) hosting events, lectures, and programs that
102102 encourage public participation and awareness of this state's
103103 history; and
104104 (8) ensure responsible stewardship of resources and
105105 the first capitol site and replica by:
106106 (A) maintaining ethical and professional
107107 standards for site operations; and
108108 (B) conducting periodic assessments to measure
109109 progress and identify areas to improve stewardship of the site.
110110 Sec. 442.0682. GRANTS; DONATIONS. The commission may
111111 accept a grant or donation for any program or purpose of the first
112112 capitol site and replica.
113113 SECTION 2. This Act takes effect September 1, 2025.
