7	7	AN ACT
8	8	relating to the Rita Littlefield Chronic Kidney Disease Centralized
9	9	Resource Center established within the Health and Human Services
10	10	Commission.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Subtitle D, Title 2, Health and Safety Code, is
13	13	amended by adding Chapter 83A to read as follows:
14	14	CHAPTER 83A. RITA LITTLEFIELD CHRONIC KIDNEY DISEASE CENTRALIZED
15	15	RESOURCE CENTER
16	16	Sec. 83A.001. DEFINITION. In this chapter, "resource
17	17	center" means the Rita Littlefield Chronic Kidney Disease
18	18	Centralized Resource Center established under this chapter.
19	19	Sec. 83A.002. ESTABLISHMENT OF RESOURCE CENTER. The Rita
20	20	Littlefield Chronic Kidney Disease Centralized Resource Center is
21	21	established within the commission to serve as a centralized system
22	22	through which persons may:
23	23	(1) obtain information on:
24	24	(A) chronic kidney disease and related
25	25	illnesses, including each clinical stage of kidney disease and end
26	26	stage renal disease; and
27	27	(2) receive information on clinical trials and
28	28	clinical trial opportunities for chronic kidney disease and related
29	29	illnesses.
30	30	Sec. 83A.003. ADMINISTRATION OF RESOURCE CENTER. (a) The
31	31	commission shall administer the resource center in accordance with
32	32	this chapter.
33	33	(b) The commission shall:
34	34	(1) structure and operate the resource center in a
35	35	manner that provides a comprehensive approach for readily accessing
36	36	information on and resources for chronic kidney disease and related
37	37	illnesses, including for each clinical stage of kidney disease and
38	38	end stage renal disease; and
39	39	(2) establish, and the resource center shall maintain,
40	40	a kidney health clinical trials registry through which patients and
41	41	family members of those patients may register to receive
42	42	educational information on clinical trials and clinical trial
43	43	opportunities based on the clinical stage of a patient's chronic
44	44	kidney disease or end stage renal disease.
45	45	(c) The comprehensive approach described by Subsection
46	46	(b)(1) must allow individuals to obtain or to directly access
47	47	aggregated information on:
48	48	(1) chronic kidney disease awareness, prevention, and
49	49	professional education opportunities, including:
50	50	(A) awareness campaigns for chronic kidney
51	51	disease and related illnesses;
52	52	(B) information on accessing free screenings for
53	53	chronic kidney disease and related illnesses;
54	54	(C) professional resources and continuing
55	55	education opportunities for health care providers who treat
56	56	patients with chronic kidney disease or related illnesses;
57	57	(D) for individuals who register for inclusion in
58	58	the kidney health clinical trials registry established under
59	59	Subsection (b)(2), information on clinical trials and clinical
60	60	trial opportunities for chronic kidney disease and related
61	61	illnesses; and
62	62	(E) information on chronic kidney disease
63	63	partners, including chronic kidney disease patient advocates,
64	64	dialysis professionals, health care providers, researchers,
65	65	manufacturers, and other appropriate persons;
66	66	(2) patient and family resources, including:
67	67	(A) educational resources containing general and
68	68	specific chronic kidney disease information;
69	69	(B) resources containing information on chronic
70	70	kidney disease prevention and early detection of chronic kidney
71	71	disease and related illnesses;
72	72	(C) nutritional and metabolism information for
73	73	individuals with chronic kidney disease and related illnesses; and
74	74	(D) directories for physicians who specialize in
75	75	kidney health;
76	76	(3) resources on chronic kidney disease treatment
77	77	options and modalities, including:
78	78	(A) kidney donations and kidney transplantation
79	79	initiatives;
80	80	(B) deceased and living organ donation programs
81	81	and initiatives;
82	82	(C) organ recipient registries;
83	83	(D) treatment options for chronic kidney disease
84	84	and end stage renal disease;
85	85	(E) financial assistance for obtaining treatment
86	86	for chronic kidney disease or related illnesses.
87	87	(d) The commission shall ensure information provided by the
88	88	resource center is available in both English and Spanish.
89	89	Sec. 83A.004. INTERNET WEBSITE. In collaboration with the
90	90	Chronic Kidney Disease Task Force established under Chapter 83, the
91	91	commission shall add and maintain information and resources of the
92	92	resource center on the commission's Internet website.
93	93	Sec. 83A.005. GIFTS, GRANTS, AND DONATIONS. The commission
94	94	may solicit and accept gifts, grants, and donations from any source
95	95	to implement this chapter.
96	96	SECTION 2. The Health and Human Services Commission is
97	97	required to implement a provision of this Act only if the
98	98	legislature appropriates money specifically for that purpose. If
99	99	the legislature does not appropriate money specifically for that
100	100	purpose, the commission may, but is not required to, implement a
101	101	provision of this Act using other appropriations available for that
102	102	purpose.
103	103	SECTION 3. This Act takes effect September 1, 2025.
