77 AN ACT
88 relating to the Rita Littlefield Chronic Kidney Disease Centralized
99 Resource Center established within the Health and Human Services
1010 Commission.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle D, Title 2, Health and Safety Code, is
1313 amended by adding Chapter 83A to read as follows:
1414 CHAPTER 83A. RITA LITTLEFIELD CHRONIC KIDNEY DISEASE CENTRALIZED
1515 RESOURCE CENTER
1616 Sec. 83A.001. DEFINITION. In this chapter, "resource
1717 center" means the Rita Littlefield Chronic Kidney Disease
1818 Centralized Resource Center established under this chapter.
1919 Sec. 83A.002. ESTABLISHMENT OF RESOURCE CENTER. The Rita
2020 Littlefield Chronic Kidney Disease Centralized Resource Center is
2121 established within the commission to serve as a centralized system
2222 through which persons may:
2323 (1) obtain information on:
2424 (A) chronic kidney disease and related
2525 illnesses, including each clinical stage of kidney disease and end
2626 stage renal disease; and
2727 (2) receive information on clinical trials and
2828 clinical trial opportunities for chronic kidney disease and related
2929 illnesses.
3030 Sec. 83A.003. ADMINISTRATION OF RESOURCE CENTER. (a) The
3131 commission shall administer the resource center in accordance with
3232 this chapter.
3333 (b) The commission shall:
3434 (1) structure and operate the resource center in a
3535 manner that provides a comprehensive approach for readily accessing
3636 information on and resources for chronic kidney disease and related
3737 illnesses, including for each clinical stage of kidney disease and
3838 end stage renal disease; and
3939 (2) establish, and the resource center shall maintain,
4040 a kidney health clinical trials registry through which patients and
4141 family members of those patients may register to receive
4242 educational information on clinical trials and clinical trial
4343 opportunities based on the clinical stage of a patient's chronic
4444 kidney disease or end stage renal disease.
4545 (c) The comprehensive approach described by Subsection
4646 (b)(1) must allow individuals to obtain or to directly access
4747 aggregated information on:
4848 (1) chronic kidney disease awareness, prevention, and
4949 professional education opportunities, including:
5050 (A) awareness campaigns for chronic kidney
5151 disease and related illnesses;
5252 (B) information on accessing free screenings for
5353 chronic kidney disease and related illnesses;
5454 (C) professional resources and continuing
5555 education opportunities for health care providers who treat
5656 patients with chronic kidney disease or related illnesses;
5757 (D) for individuals who register for inclusion in
5858 the kidney health clinical trials registry established under
5959 Subsection (b)(2), information on clinical trials and clinical
6060 trial opportunities for chronic kidney disease and related
6161 illnesses; and
6262 (E) information on chronic kidney disease
6363 partners, including chronic kidney disease patient advocates,
6464 dialysis professionals, health care providers, researchers,
6565 manufacturers, and other appropriate persons;
6666 (2) patient and family resources, including:
6767 (A) educational resources containing general and
6868 specific chronic kidney disease information;
6969 (B) resources containing information on chronic
7070 kidney disease prevention and early detection of chronic kidney
7171 disease and related illnesses;
7272 (C) nutritional and metabolism information for
7373 individuals with chronic kidney disease and related illnesses; and
7474 (D) directories for physicians who specialize in
7575 kidney health;
7676 (3) resources on chronic kidney disease treatment
7777 options and modalities, including:
7878 (A) kidney donations and kidney transplantation
7979 initiatives;
8080 (B) deceased and living organ donation programs
8181 and initiatives;
8282 (C) organ recipient registries;
8383 (D) treatment options for chronic kidney disease
8484 and end stage renal disease;
8585 (E) financial assistance for obtaining treatment
8686 for chronic kidney disease or related illnesses.
8787 (d) The commission shall ensure information provided by the
8888 resource center is available in both English and Spanish.
8989 Sec. 83A.004. INTERNET WEBSITE. In collaboration with the
9090 Chronic Kidney Disease Task Force established under Chapter 83, the
9191 commission shall add and maintain information and resources of the
9292 resource center on the commission's Internet website.
9393 Sec. 83A.005. GIFTS, GRANTS, AND DONATIONS. The commission
9494 may solicit and accept gifts, grants, and donations from any source
9595 to implement this chapter.
9696 SECTION 2. The Health and Human Services Commission is
9797 required to implement a provision of this Act only if the
9898 legislature appropriates money specifically for that purpose. If
9999 the legislature does not appropriate money specifically for that
100100 purpose, the commission may, but is not required to, implement a
101101 provision of this Act using other appropriations available for that
102102 purpose.
103103 SECTION 3. This Act takes effect September 1, 2025.
