It is assumed that any costs associated with the bill could be absorbed using existing resources.  Local Government ImpactThere could be a positive impact on school districts and other public subdivisions that impose property taxes in El Paso County that would qualify for discounted electric service rates. There could be a negative impact on any municipally owned utilities that would be required to provide those discounted electric service rates.
