| 12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 13 | 13 | SECTION 1. Subchapter C, Chapter 791, Government Code, is | |
| 14 | 14 | amended by adding Section 791.038 to read as follows: | |
| 15 | 15 | Sec. 791.038. CONTRACTS FOR WATER RESEARCH OR PLANNING. A | |
| 16 | 16 | local government may contract with another local government, the | |
| 17 | 17 | state, or the federal government to jointly participate in research | |
| 18 | 18 | or planning activities related to water resources. | |
| 19 | 19 | SECTION 2. This Act takes effect immediately if it receives | |
| 20 | 20 | a vote of two-thirds of all the members elected to each house, as | |
| 21 | 21 | provided by Section 39, Article III, Texas Constitution. If this | |
| 22 | 22 | Act does not receive the vote necessary for immediate effect, this | |
| 23 | 23 | Act takes effect September 1, 2025. |
