88 AN ACT
99 relating to installation and operation of meter socket adapters for
1010 residential electric service customers.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 17, Utilities Code, is
1313 amended by adding Section 17.011 to read as follows:
1414 Sec. 17.011. METER SOCKET ADAPTER. (a) In this section,
1515 "meter socket adapter" means an electronic device that is installed
1616 between a residential electric meter and the meter socket to
1717 facilitate the deployment of customer-owned or customer-leased
1818 technology.
1919 (b) The commission by rule shall require an electric utility
2020 to authorize the installation and operation of a meter socket
2121 adapter by a residential electric service customer of the utility,
2222 regardless of whether the adapter is owned by the customer or a
2323 third party, if the adapter meets standards adopted by the
2424 commission. In adopting the standards, the commission shall
2525 consider:
2626 (1) National Electrical Code requirements for
2727 connecting a meter socket adapter to the supply side of the service
2828 disconnect;
2929 (2) meter socket adapters approved or listed by a
3030 nationally recognized testing laboratory;
3131 (3) ratings of adapters for the meter sockets into
3232 which the adapters are intended to be installed; and
3333 (4) certifications of meter socket adapters offered by
3434 a nationally recognized testing laboratory.
3535 (c) An electric utility is not required to authorize the
3636 installation of a meter socket adapter that prevents access to the
3737 sealed meter socket compartment or the pull section of the service
3838 section of the electric meter or switchboard.
3939 (d) An electric utility or a third party, including a
4040 manufacturer of meter socket adapters, may install, maintain, and
4141 service a meter socket adapter or associated equipment under this
4242 section on behalf of a residential electric service customer.
4343 (e) Not later than the 60th day after the date an electric
4444 utility receives a request from a residential customer in the
4545 utility's service area or a third party to approve for installation
4646 a specific model of meter socket adapter, the utility shall approve
4747 or deny the request.
4848 (f) An electric utility shall publish on the utility's
4949 website a list of each specific model of meter socket adapter the
5050 utility has approved under Subsection (e). An electric utility
5151 that denies a request to approve a specific model of meter socket
5252 adapter under Subsection (e) shall provide an explanation to the
5353 requestor providing the reason for the denial.
5454 SECTION 2. The Public Utility Commission of Texas shall
5555 require each electric utility to modify the utility's electric
5656 service requirements as required by Section 17.011, Utilities Code,
5757 as added by this Act, as soon as possible after the effective date
5858 of the rules adopted under that section.
5959 SECTION 3. This Act takes effect September 1, 2025.
