9 | 9 | | relating to installation and operation of meter socket adapters for |

10 | 10 | | residential electric service customers. |
---|
11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Subchapter A, Chapter 17, Utilities Code, is |
---|
13 | 13 | | amended by adding Section 17.011 to read as follows: |
---|
14 | 14 | | Sec. 17.011. METER SOCKET ADAPTER. (a) In this section, |
---|
15 | 15 | | "meter socket adapter" means an electronic device that is installed |
---|
16 | 16 | | between a residential electric meter and the meter socket to |
---|
17 | 17 | | facilitate the deployment of customer-owned or customer-leased |
---|
18 | 18 | | technology. |
---|
19 | 19 | | (b) The commission by rule shall require an electric utility |
---|
20 | 20 | | to authorize the installation and operation of a meter socket |
---|
21 | 21 | | adapter by a residential electric service customer of the utility, |
---|
22 | 22 | | regardless of whether the adapter is owned by the customer or a |
---|
23 | 23 | | third party, if the adapter meets standards adopted by the |
---|
24 | 24 | | commission. In adopting the standards, the commission shall |
---|
25 | 25 | | consider: |
---|
26 | 26 | | (1) National Electrical Code requirements for |
---|
27 | 27 | | connecting a meter socket adapter to the supply side of the service |
---|
28 | 28 | | disconnect; |
---|
29 | 29 | | (2) meter socket adapters approved or listed by a |
---|
30 | 30 | | nationally recognized testing laboratory; |
---|
31 | 31 | | (3) ratings of adapters for the meter sockets into |
---|
32 | 32 | | which the adapters are intended to be installed; and |
---|
33 | 33 | | (4) certifications of meter socket adapters offered by |
---|
34 | 34 | | a nationally recognized testing laboratory. |
---|
35 | 35 | | (c) An electric utility is not required to authorize the |
---|
36 | 36 | | installation of a meter socket adapter that prevents access to the |
---|
37 | 37 | | sealed meter socket compartment or the pull section of the service |
---|
38 | 38 | | section of the electric meter or switchboard. |
---|
39 | 39 | | (d) An electric utility or a third party, including a |
---|
40 | 40 | | manufacturer of meter socket adapters, may install, maintain, and |
---|
41 | 41 | | service a meter socket adapter or associated equipment under this |
---|
42 | 42 | | section on behalf of a residential electric service customer. |
---|
43 | 43 | | (e) Not later than the 60th day after the date an electric |
---|
44 | 44 | | utility receives a request from a residential customer in the |
---|
45 | 45 | | utility's service area or a third party to approve for installation |
---|
46 | 46 | | a specific model of meter socket adapter, the utility shall approve |
---|
47 | 47 | | or deny the request. |
---|
48 | 48 | | (f) An electric utility shall publish on the utility's |
---|
49 | 49 | | website a list of each specific model of meter socket adapter the |
---|
50 | 50 | | utility has approved under Subsection (e). An electric utility |
---|
51 | 51 | | that denies a request to approve a specific model of meter socket |
---|
52 | 52 | | adapter under Subsection (e) shall provide an explanation to the |
---|
53 | 53 | | requestor providing the reason for the denial. |
---|
54 | 54 | | SECTION 2. The Public Utility Commission of Texas shall |
---|
55 | 55 | | require each electric utility to modify the utility's electric |
---|
56 | 56 | | service requirements as required by Section 17.011, Utilities Code, |
---|
57 | 57 | | as added by this Act, as soon as possible after the effective date |
---|
58 | 58 | | of the rules adopted under that section. |
---|
59 | 59 | | SECTION 3. This Act takes effect September 1, 2025. |
