88 AN ACT
99 relating to a study by the Texas Department of Transportation on
1010 traffic collisions involving persons operating bicycles, electric
1111 bicycles, or motor-assisted scooters.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. DEFINITIONS. In this Act:
1414 (1) "Bicycle" has the meaning assigned by Section
1515 541.201, Transportation Code.
1616 (2) "Bicycle lane" means a designated lane or other
1717 part of a roadway set aside for the exclusive operation of bicycles.
1818 (3) "Department" means the Texas Department of
1919 Transportation.
2020 (4) "Electric bicycle" has the meaning assigned by
2121 Section 664.001, Transportation Code.
2222 (5) "Motor-assisted scooter" has the meaning assigned
2323 by Section 551.351, Transportation Code.
2424 SECTION 2. STUDY ON BICYCLE LANES. (a) The department, in
2525 consultation with the Texas A&M Transportation Institute, shall
2626 study the extent to which the availability of bicycle lanes reduces
2727 the rate of traffic collisions involving persons operating
2828 bicycles, electric bicycles, or motor-assisted scooters.
2929 (b) In conducting the study, the department shall:
3030 (1) examine collision reports received by the
3131 department and any other relevant information available to the
3232 department and compile the following information about traffic
3333 collisions involving persons operating bicycles, electric
3434 bicycles, or motor-assisted scooters in this state:
3535 (A) demographic data of persons suffering injury
3636 or death;
3737 (B) geographic areas in which collisions
3838 occurred and the population density of those areas;
3939 (C) times of day of collisions;
4040 (D) causes of collisions; and
4141 (E) whether collisions occurred in bicycle
4242 lanes; and
4343 (2) analyze whether the information demonstrates that
4444 the availability of bicycle lanes reduces the rate of traffic
4545 collisions involving persons operating bicycles, electric
4646 bicycles, or motor-assisted scooters.
4747 (c) Not later than January 1, 2027, the department shall
4848 submit to the legislature a report on the findings of the study
4949 conducted under this section. The report must also include:
5050 (1) information on the availability of bicycle lanes
5151 throughout this state;
5252 (2) recommendations on roadway lane designations and
5353 layouts that reduce traffic collisions involving persons operating
5454 bicycles, electric bicycles, or motor-assisted scooters; and
5555 (3) a discussion of whether the inclusion of any
5656 additional information in collision reports described by Chapter
5757 550, Transportation Code, would facilitate future analysis of
5858 traffic collisions inside and outside bike lanes involving persons
5959 operating bicycles, electric bicycles, or motor-assisted scooters.
6060 SECTION 3. EXPIRATION. This Act expires February 1, 2027.
6161 SECTION 4. EFFECTIVE DATE. This Act takes effect September
6262 1, 2025.
