| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 403.024(b), Government Code, is amended |
|---|
| 13 | 13 | | to read as follows: |
|---|
| 14 | 14 | | (b) The comptroller shall establish and post on the Internet |
|---|
| 15 | 15 | | a database of state expenditures, including contracts and grants, |
|---|
| 16 | 16 | | that is electronically searchable by the public except as provided |
|---|
| 17 | 17 | | by Subsection (d). The comptroller shall refer to the database as |
|---|
| 18 | 18 | | the Texas Checkbook and shall develop and maintain an Internet |
|---|
| 19 | 19 | | website separate from the comptroller's Internet website that is |
|---|
| 20 | 20 | | specifically for the purpose of posting the database. The address |
|---|
| 21 | 21 | | of the Internet website must include the term Texas Checkbook. The |
|---|
| 22 | 22 | | database must include: |
|---|
| 23 | 23 | | (1) the amount, date, payor, and payee of |
|---|
| 24 | 24 | | expenditures; and |
|---|
| 25 | 25 | | (2) a listing of state expenditures by: |
|---|
| 26 | 26 | | (A) object of expense with links to the warrant |
|---|
| 27 | 27 | | or check register level; and |
|---|
| 28 | 28 | | (B) to the extent maintained by state agency |
|---|
| 29 | 29 | | accounting systems in a reportable format, class and item levels. |

| 30 | 30 | | SECTION 2. Section 2054.126(f), Government Code, is amended |
|---|
| 31 | 31 | | to read as follows: |
|---|
| 32 | 32 | | (f) Each state agency that maintains a generally accessible |
|---|
| 33 | 33 | | Internet site or for which a generally accessible Internet site is |
|---|
| 34 | 34 | | maintained shall include a link on the home page of the agency's |
|---|
| 35 | 35 | | Internet site to the state expenditure database established under |
|---|
| 36 | 36 | | Section 403.024. In this subsection, "state agency" has the |
|---|
| 37 | 37 | | meaning assigned by Section 403.013. |
|---|
| 38 | 38 | | SECTION 3. This Act takes effect September 1, 2025. |
